Research On Evaluation Of Public Finance Science And Technology Investment In The Inner Mongolia Autonomous Region

Public financial investment in science and technology is the fundamental premise of the development of science and technology in China and an important guarantee,and also is one of the important ways to optimize the allocation of scientific and technological resources,promote innovation driven development strategy.In a variety of investment channels,it not only plays an important role,but also plays a prominent role can not be replaced.Firstly,This paper analyzes the related concepts and theoretical basis of public finance investment in science and technology.Secondly,The present situation of public finance investment in science and technology in Inner Mongolia autonomous region is summarized and analyzed.Thirdly,The main problems and causes of public finance investment in science and technology in Inner Mongolia autonomous region are studied.Although public financial investment in science and technology increased in the Inner Mongolia autonomous region year by year,but it still stay at the low level in some extent,R&D intensity is low,the input of different industries is uneven,relevant policies and regulations implementation does not reach the designated position,the performance evaluation mechanism is not sound still exist.Finally,The paper puts forward some Suggestions on the actual situation of public finance investment in science and technology in Inner Mongolia autonomous region.First,Strengthen the legal awareness and legislation construction of public finance and technology investment;Second,Improve the institutional mechanism and strategic innovation of public finance and investment in science and technology;Third,Optimizing the investment and financing channels and diversified system of public finance investment in science and technology;Fourth,Strengthen the fund management and performance evaluation of public finance and technology investment;Fifth,Increase the enforcement and supervision of public finance investment in science and technology;Sixth,Strengthen the public finance investment in science and technology advanced experience to learn from and cooperate;Seven,Create a scientific research environment and social atmosphere for public finance investment in science and technology.
