Research On Implementation Of Financial Policy Support For SEMs In Henan Province

Since the 1990s,with the gradual development of China's market economy,the important role of SMEs in the national economy has gradually emerged.As an important force for promoting economic development,the financial support for SMEs has gradually become an important issue for all levels of government jobs.Public policy has obvious interdisciplinary characteristics and is widely used in all fields of social economy.Public policy is formulated to achieve certain goals.The key of achieving the policy goals is implementation.In the existing studies,there are only many studies on the financing of SMEs by economic principles alone or on the financing of SMEs in a certain area.However,there are few studies on the financial support of SMEs in Henan from the perspective of public policy implementation.This article analyzes the current situation of the implementation of financial support for small and medium-sized enterprises in Henan,problems and reasons for the implementation of policies,and puts forward suggestions on how to improve the implementation of financial support policies for small and medium-sized enterprises in Henan Province through comparative analysis,investigation and interdisciplinary research.The study finds that after the introduction of a series of financial support policies for SMEs,Henan combined with its own economic development,and under the guidance and guidance of local governments and financial regulatory authorities,the implementation of financial support policies for SMEs steadily progressed with some success but at the same time there were some problems.On the one hand,SMEs in Henan broaden the channels of financial support,banking support strengthened,the local financial support for finance increased,the local government and deepen the cooperation of the financial sector.However,on the other hand,the implementation of the policy is insufficient,the sense of responsibility of serving departments concerned is not strong,and the lack of relevant management of local government is mainly because some measures are not feasible,the coordination of relevant functional departments is insufficient,the game among stakeholders and Environmental impact of policy implementation.The market should play a decisive role in the allocation of resources in the process of developing the socialist market economy and the reform of the financial system.Jn the financial support for SMEs,the government should play a role as a service provider in the financial activities of SMEs.The implementation of financial support policies for small and medium-sized enterprises in Henan should adhere to market-oriented,reduce administrative intervention;adhere to the rule of law thinking,to create a good order;adhere to the rational analysis of the reality,to do a good job policy advancing the overall principle of preparing.In view of the existing problems in the implementation of the policy and its reasons,and fully summing up the experience in other parts of the country,Henan should further regulate and guide the behavior of participants,strengthen the government's public service functions,and strengthen the coordination of local and central government to optimize Henan's small and medium-sized enterprises Financial support for the implementation of policies to achieve better policy results.
