Since the reform and opening-up project of China has entered a period of adjustment and optimization,and under the influence of the "The Belt and Road Initiatives",the domestic infrastructure construction has been experiencing a new peak,and the growing market domen has constantly enhanced the business of construction area.The domestic labor costs have continue to increase since 2015,the construction enterprise employees are not only concerned with the amount of salary payment,but more about occupation health and safety of their own.Recently,the occupation health and safety management in western developed countries has already formed a sound management system,while the domestic occupation health and safety management is still in the preliminary stage of development.For the year of 2015,China's construction industry output value was RMB 18.1 trillion,as an increase of 2.29%;for the year of2016,the total output value reached RMB 23.4 trillion,as an increase of 2.91%.Although the growth rate was almost at historic lows,but the proportion of infrastructure construction had rose from 34.1% to 44.6%,indicating that the domestic construction industry is steadily increasing.But from the view of construction industry occupation health and safety management,the accident rate also showed a rising trend,for instance in 2016,there were 566 engineering safety accidents happened as recorded,and the death toll reached 721,the accident rate and the death toll had increased 10.1%and 6.7%,in respect,which indicated the positive correlation of construction industry output growth and occupation health and safety.Accordingly,it is necessary to break this correlation from the field development perspective.From the composition of construction industry occupation health and safetymanagement system,the range of occupation health problems relates to construction industry is relatively wild,such as noise pollution,dust inhalation,material damage,radiation and etc,other than other construction safety problems.Due to the large construction field personnel,the amount of occupation health hazarded personnel has arrived more than 20 million,which covers 18 million families.The domestic construction field has been labor intensive industry all the time,in order to maximize the profit,the method of cost control has become the main means of competition for construction enterprises,which caused the decrease of supporting costs and corresponding reduction in investment on occupation health and safety management system.In addition,due to the great mobility of the employees in domestic construction enterprises,the employees are replaced fast,which caused the lack of occupation health and safety management training,and the employees are lack of knowledge of effective method to avoid occupation health and safety incidents issues that might arise,which leads to a lot of occupation health safety incidents and is difficult to eliminate that of from the root.This paper takes Suzhou A Construction Group Limited occupation health and safety management system as the research object,comparison analysis on Ford SHARP System and OHSAS18000 system,via searching the shortages of the company in this aspect,as well as the construction practice of enterprise development,so that to optimize Suzhou A Construction Group Co.'s occupational health and safety management system,and to make necessary contribution to ensure the enterprise's sound development all the time.Strengthen the research on enterprise health and safety management system of occupation,could not only promote the development of Suzhou A Construction Group Co.Ltd.,and also provide a useful reference for other construction enterprises,and provide further reference for construction fields based on the relevant exploration of system certification and evaluation.
