Study On The Integration Of Management Systems In Academic Institute

After entering the WTO, it was found that the current management system in China was difficult to adapt itself to the request of the competitions on the domestic and international markets. The publication of Intrenational Standards, ISO9000 Quality Management System,ISO14000 Environment Managememt System and OHSAS18000 Occupational Health and Safety Management System,brought us a chance to study the advanced management expertise and suit the development of international market.The scientific research work in our country is also facing a harsh situation for linking with the international practice. It is necessary to carry out the modern management for depening the reform of science and technology system,persevering in knowledge innovation,improving the management efficiency and enhancing the degree of satisfaction of customers,communities and employees.How to establish ISO and OHSAS management systems in academic institute, which undertakes the high pioneer ,high risk, multiple disciplines and more complex tasks, is still a new subject needs to be explored.The aim of this paper is to study the intrgration of management systems in academic institute. The main results are as follows:1.Expounds the theoretical basis of intergration mamagement, analyzes the similarities of the three standards and provides theoretical support for the integration.2.Describes the particular characteristics of the management in academic institute, proposes some principles those must be followed in the integration process.3.Inquires the necessities and feasibilities for setting up the integrated systems in research institute.4.Elaborates the thoughts, programs and methods for the integration process in detail.5.Discusses the program,method and mathematics model of validity evaluation in integration process.Take a set of fictious data as an example to introduce the application of Fuzzy Integrated Evoluation Method and its calculation process.The paper indicated:The program and method of integration in enterprises are also practicable for rsearch institute, however,it cannot succeed,unless the adjustments of some key links are made in accordance with the characteristics of management of academic research.It must always be insist on the application of principles of system theory and cybemetics. The key to the success is the integration among the systems for one hand and between the standards and the intrinsic rules and regulations in institute for other hand.The establishment and implementation of integration management is a highly complicated task. If the running mode and logic relation are distroyed,the efficiency of management system integrated will be reduced. Meanwhile,it must prevent a simple incorporation of three documents,or the documents are integrated systematically,but the managements still insists on going their own way. The integration process is only an improvement of lower risk and lower expendicture for the previous management system,but it is a complex systme engineering,as long as we carry out it conscientiously, the mangement level will be raised rapidly.The research provides the specific measures and method for instructing the integration process of management systems in academic institute. It would act as a set of valuable recommendations for those academic institutes contemplating to improve their management systems and strengthen their competition capacity in the market.
