Research On Construction Of Long-term Care Insurance In Fujian

on an aging population background,Long-term care service problem of disability population has become the focus of attention.At present,there are several cities or district have taken a trial of long-term care insurance in China,but not include Fujian province.By analyzing the change of the number of disability population and the capacity of family care,this paper expounds the present demand situation of long-term care service in Fujian province;Starting from five aspects of income level,legal system,nursing service basis,risk control technology and related statistics to analyzes the practical factors that restrict the development of long-term care insurance in Fujian province.By comparing the differences of the coverage,the fund-raising mode,the level of the payment of the United States,Germany and Japan's long-term care system,draw lessons from their good experience in development,in the future when establishing LTC insurance system in Fujian province,it should be paid attention to control LTC costs reasonably,support the development of the informal care services,foster and guide LTC services' market supply,Implement the division and integration of the long-term care and medical care and build a reasonable supporting LTC system,to ensure the effective supply of long-term care services;the future development of the long-term care insurance system in Fujian should be divided into three steps.Step oneestablish a long-term care assistance system and develop a business insurance model as a supplement;step two:establish basic social long-term care insurance and take the principle of "Long-term care follows pension and medical";and step three:implement the compulsory social long-term care insurance that covers the whole people and emphasizes protection and care equally important.The last,use Gilbert's social welfare policy theory to account for the body of the LTC system from distribution foundation,content,service delivery,capital raising and payment and so on,and put forward the corresponding security measures which are aimed on realistic factors of restriction.
