the national long-term insurance pilot,and selected 15 regions that met the pilot conditions.Since Shangrao City first satisfies the hard conditions for carrying out long-term insurance,the relevant authorities of Shangrao City have great enthusiasm and initiative for the pilot.Finally,Shangrao City and Jiangxi,Jiangxi and the national ministries have effectively communicated.Therefore,Shangrao City was selected as the only long-term insurance pilot city in Jiangxi Province.The Shangrao Municipal Government issued specific pilot documents and launched a pilot project for long-term insurance on January 1,2017.At the same time,because Shangrao's economic development level is in the middle and lower reaches of Jiangxi Province,especially rural families need more care to reduce the economic burden.Therefore,the Shangrao City Government's pilot work on long-term care insurance is of great significance for alleviating the burden of medical expenses for disabled and demented people,promoting regional economic development and maintaining social stability.In recent years,the aging and aging trend of the population in Jiangxi Province has become increasingly fierce,and the population of disability and dementia has been increasing.However,due to the relatively low level of economic development in the province and the uneven development of the region,the development of the long-term care insurance system in Shangrao City It is impossible to do it all at once.In the pilot process,we will continue to learn lessons and learn from the advanced pilot experience at home and abroad to further strengthen the system design and practical exploration.It has become a difficult problem for Shangrao to smoothly and steadily implement long-term care insurance.In view of this,this paper selects the Shangrao City pilot for in-depth analysis.Through reference to a large number of domestic and foreign literatures,this paper has a systematic understanding of the basic concepts of nursing insurance;using the Internet to search for relevant policy news information,understanding the state's policy support for long-term care insurance and the status of pilots in various places,which laid the foundation for the research and writing of this article.Deep theoretical foundation and practical basis.The survey and interview work mainly includes the following steps: On the one hand,a questionnaire survey was conducted on several fixed-point institutions such as Shangrao City Pension Service Center,Shuyang County Hucheng Senior Apartment and Yushan County Guangfu Medical Care Home,which mainly involved basic information about the elderly.The elderly understand the degree of long-term insurance and the willingness to purchase,the needs and satisfaction of the elderly for nursing services;on the other hand,through the interviews with the relevant leaders of Taikang Pension,Ping An Pension and Dadi Finance,understand the implementation of long-term care insurance in Shangrao City.The preparatory work before,the achievements and difficulties encountered in the current implementation process provided first-hand information for the pilot analysis of Shangrao Mayor's insurance.According to the survey results,since the pilot project was launched on January 1,2017,Shangrao City has achieved phased results,mainly reflected in the establishment of relevant insurance entities in the system operation effect,and the payment of benefits has reduced the insured individuals and families.The economic burden of 33%~60%,at the same time,the realization of differentiated service content for different applicants,and achieved good social effects;achieved the effects of operational marketization,service socialization and informationization in system innovation management..Although the Shangrao pilot has achieved good results,due to the short pilot time and lack of relevant pilot experience,there are still imperfect institutional supervision,narrow coverage of insurance coverage,inaccurate evaluation of disability assessment system,and uneven system of professional nursing institutions.Therefore,this paper combines the excellent experience of Shangrao City and the long-term life insurance pilots at home and abroad,and puts forward reasonable countermeasures and suggestions for promoting the development of the Shangrao long-term insurance pilot.I hope that the analysis and countermeasures of this paper can solve the problems faced by Shangrao Mayor's insurance development,and provide important theoretical guidance for the subsequent pilot promotion,and gradually develop and promote the pilot work of long-term insurance in other areas of Jiangxi Province.It will alleviate the care pressure of the elderly and disabled elderly in Jiangxi Province,provide sufficient medical resources and nursing support for the disabled,and truly play a role in promoting the economic development and social harmony and stability of Jiangxi Province.
