The fairness of higher education is not only the indispensable foundation of social justice in part,but also one of the roads.But now the unfair phenomenon in higher education between different provinces and different regions is getting more and more attention,and the expenditure of higher education funds is obviously unfair.So,based on the increasing demand of the funds for higher education,the author thinks that we should study on the fairness of China's higher education from the perspective of China's higher education financial expenditure fairness problem,put forward to policy suggestions to promote the development of higher education equity with the current higher education system of our country and foreign equity in higher education system,play an important role in promoting the stable development of higher education fairness and social harmony development in theory and in practice.This paper mainly uses the literature analysis,mathematical statistics,comparative analysis,theoretical analysis and empirical analysis method,system analysis and other methods to study the problem of expenditure equity of China's Higher Education funding.Firstly,this is the theoretical foundation part.Begin at the current domestic and foreign research scholars on the research status of higher education fairness,from the most simple concept of fair to the meaning of fair education to the understanding connotation of higher education equity,which helps us understand these related concepts in a deeper level.Make the fairness of higher education,financial equality of higher education as bridges to explain the relationship between higher education expenditure and education fairness,realizing the essence of financial expenditure of higher education and pointing out the measures and standards of the fair of higher education expenditure.Secondly,we select higher education expenditure,public budget expenditure of higher education funds,the average of expenditure of higher education funds,the average of the public budget expenditure of higher education funds,higher education expenditure accounted for GDP,public budget expenditure of higher education funds accounted for GDP as index and derive the Gini formula applied in higher education expenditure,and public budget expenditure of higher education funds from the expenditure scale,the average expenses.According to the statistical yearbook of nearly ten years of data,measure the corresponding value of Gini coefficient and choose a suitable standard referring to the standards of domestic research scholars to analyze the currently fair problem of China's provincial higher education expenditure.Reach a conclusion that China's provincial higher education expenditure difference expansion inter-province and analyzes the reasons behind the conclusion,finding the lack of understanding of the equitable development of higher education in China and the lack of enough financial expenditure capacity in some provinces.All these factors lead to unfair inter provincial financial expenditure of higher education in China.Thirdly,we select higher education expenditure,public budget expenditure of higher education funds as index to analysis in empirical.The division standard selects the latest regional division standards issued by the statistics bureau according to the economic situation of 31 provinces and cities in China and divided the 31 provinces and cities into four regions.Calculate the Theil index calculation formula,measure the corresponding value of the Theil index selected higher education expenditure,and public budget expenditure of higher education funds as index,measure the contribution rate of regional gap to total gap and the contribution rate of gap between groups to total gap,explore the trend of numerical Theil.Reach a conclusion that China's provincial higher education expenditure difference expansion inter-region and analyzes the reasons behind the conclusion,finding that China's total expenditure and the average expenditure of higher education finance is insufficient and the mechanism of financial appropriation is not perfect enough and the financial aid system for poor students is not perfect.All these problems affect the inter regional equality of higher education expenditure in China,and then affect the fair development of higher education in our country.And then draw lessons from the experience of foreign higher education expenditure fairness of financial perspective,exploring several developed countries and some developing countries the current financial expenditure of higher education fairness.They found advantages in the legislation,funding mechanism,resource allocation,and subsidy system,in characteristic of attaching importance to educational legislation,right funding system,improvement of student funding system,diversified way to raise funds.And try to combine the actual situation in our country to study the current higher education expenditure fairness of China's higher education and provide suggestions for reference.Last but not least,according to the successful experiences of foreign countries and previous empirical findings and problems and the reasons behind the analysis,put forward to policy proposals that increase the transfer payment for economical underdeveloped areas and implement diversified financing methods and strengthen the legal construction and supervision of higher education expenditure.
