Study On The Practical Dilemma And Countermeasures Of "precise Poverty Alleviation" In Xinzhai Village, Qujing City

Through nearly 30 years of unremitting endeavor,the poverty reduction and development of China has made remarkable achievements.However,there are many obvious problems exist: the number and the condition of the poverty household is unclear,also the most pertinence is not strong,and funds of the poverty alleviation project are unfaithful.The main reason is that the current poverty alleviation measures are flawed,the type of many poverty alleviation project belong to extensive type,they don't have a very specific and targeted method,therefore they need a measure must be repaired and improved.By means of document inquisition,survey method and comparative analysis,this paper discusses the practice status of the new targeted poverty alleviation work,also the difficulty,the reason and the solution of work.The study will improve the existing precision poverty alleviation system.Precise poverty alleviation refers to the identification of specific poor number through scientific identification mechanisms,and for individual analysis of the causes of poverty,to give targeted poverty alleviation measures,so that helping the poor.Precise poverty alleviation policies are implemented in an orderly manner,and have achieved a lot,also many problems have been found.In this paper,the village of Xinzhai in Qujing City is taken as an example to analyze the difficulties encountered in the practice of precision poverty alleviation.In practice,it?s found that precision poverty alleviation has encountered several difficulties: it?s not enough accuracy,farmers are not enthusiastic,funds of precise poverty alleviation are limited,the policies lacks flexibility,the dynamic management is difficult.Finally,analyze the reason of these problems from the following aspects: the unreasonableness of the identification mechanism for poverty alleviation,the poverty alleviation information is behind the thought,funds of precise poverty alleviation raise by a single channel,the policies itself has a institutional defects,the last one,is short of a unified information management system.This study summarizes the experiences of poverty alleviation in Longnan of Gansu Province and Juancheng of Shandong Province,then added the situation of Xinzhai Village,we proposed the improve the identification mechanism of precision poverty alleviation;enhance farmers' enthusiasm;use the multi-channel to raise the found;improve the precision poverty alleviation system;broaden the solution about channels of increasing income of poor family.The conclusion part summarizes the problems and countermeasures of the whole thesis,and explains the shortcomings of the article.
