A Study Of The Follow-up Auditing In Implementing Supporting Policies Of "Innovation-driven Development Strategy"

As the President of PRC Jin ping,Xi emphasized in the report of the Nineteenth National Congress of the Communist Party of China,it is necessary to accelerate building an innovative country as a strategic measure for modernization construction of our country.And the government should stay firm in implementing innovation-driven development strategies,and strengthen the importance and effect of innovation as the primary driving force.Besides,the government needs to give the technological innovation full play in encouraging innovation in all fields.Although the concept of innovation has a long history,“The innovation-driven development”(TIDD)strategy is a rather new national strategy.Therefore,there are still several challenges stock in the way: such as making innovation a national policy and develop talent management and new evaluation judgement system.Based on these,in the past two years,the national audit has actively performed its own functions and has carried out follow-up auditing on the implementation of TIDD strategy supporting policies,and measures to ensure the implementation of it.However,the current policy of follow-up auditing is still at the stage of fumbling.As for how to promote policy implementation follow-up audits and the implementation of TIDD strategy,there is still no unified template in a way.This article will start with the realization and specificity of the TIDD strategy,introducing the relevant contents of TIDD strategy supporting policy.This paper focuses on analyzing the key points and difficulties in implementing TIDD strategy.On this basis,this paper also gives a detailed account of how follow-up auditing improve the TIDD strategy.Taking the following elements into consideration,the author explains the role of TIDD strategy and some typical problems in the audit process,and the organization of existing policy implementation follow-up audit model.Then this paper puts forward the "form,fact,value" from the perspective of three-dimensional policy implementation tracking Audit mode.And the author worked in the S City as comptroller for half a year,in some point,S City is in the front line of reform and opening up,and the strength of scientific and technological innovation in this city can not be underestimated.S city is also the vanguard of the implementation of innovation-driven development strategy.This article carries researches on the following topics: audit objectives,audit methods,audit content,the audit basic conditions,audit findings,and audit recommendations to analyzed TIDD Strategy supporting policy in S City.By looking up those topics,the problems and bugs could be fixed through the right polices and advice.In order to track the development of policy follow-up auditing,this paper stands on that policies should be adjusted to implement the goals and principles of tracking audit management innovations.And the focus of policy implementation follow-up auditing should be grasped so as to realize policy implementation tracking audit management innovation.What's more,the TIDD strategy should be applied in economy,administration,law,and public opinion to guarantee that policies be implemented for the goal of tracking auditing practices.Finally,this article puts forward several suggestions for the follow-up auditing of policy implementation from aspects of standardization construction and talent team construction,big data application,construction of audit linkage mechanism,establishment of policy performance evaluation index system,etc.We hope that the TIDD strategy supporting policies will be implemented in the future and work for the Follow-up auditing.
