In recent years,cost management based on value creation is one of the hot topics in management accounting research.The Civil Aviation Transportation Industry is an important strategic industry for China's economic and social development.It has developed rapidly in recent years,but at the same time it has also been faced challenges from foreign civil aviation transportation companies and the impact of domestic high-speed rail.Spring Airlines is based on its low-cost strategy and has formed an advanced cost management model.With an annual growth rate of main business revenue about 8.19%,the annual growth rate and unit cost of 2013-2016 are lower than those of other airlines.It has created value for the Spring Airlines.Based on the perspective of the value chain,this article explores how does Chinese Civil Aviation Transportation Industry apply value chain cost management more scientifically.The research ideas of this paper are follows: Firstly,analyzing the development status of Chinese Civil Aviation Transportation Industry;Secondly,building an industrial value chain for Chinese Civil Aviation Transportation Industry combined with the physical value chain and the virtual value chain;Thirdly,researching on cost management issues in Chinese Civil Aviation Transportation Industry;Fourthly,determining the necessity and feasibility of cost management for Chinese Civil Aviation Transportation Industry to implement value chains;And then dissecting the specific application about the cost management of the Spring Airlines value chain;Finally,exploring the rational use of the value chain cost management in Chinese Civil Aviation Transportation Industry.And the paper used qualitative analysis with combination of quantitative analysis,and a combination of standard research and case studies to study value chain cost management of Chinese Civil Aviation Transportation Industry.The main research contents and conclusions of this paper are as follows:(1)Based on the construction of the physical value chain and the virtual value chain of Chinese Civil Aviation Transportation Industry,this paper established the industry value chain of Chinese Civil Aviation Transportation Industry for the first time,that are selective focus.And this industry value chain was based on the information systems such as the civil aviation e-commerce platform,the airline general management system and so on as important carriers,which helped the Capital flows,logistics(passenger flow),and information flow moving on the civil aviation transport companies and aircraft manufacturers,aircraft leasing companies,airport services,agents,customers,and other upstream and downstream among value chain players;(2)The cost management status,internal and external challenges and opportunities of Chinese Civil Aviation Transportation Industry determine that it is necessary for it to implement value chain cost management.And the development of value chain cost management theory and technology advances and changes in the industry environment have ensured the feasibility of implementing value chain cost management in Chinese Civil Aviation Transportation Industry;(3)Combining with low-cost strategies,the paper has built internal value chains for Spring Airlines including other business activities and the internal value chain which worked in coordination with entity and virtual.When analyzing aviation industry value chain cost management,this paper also analyzes the value chain of the rival of the Spring Airlines.Then,it finds the mode of the value chain cost management of Spring Airlines is innovative and Reference that using information technology,developing the other services,and extending the value chain;(4)Enlightenment from implementation of value chain cost management in Chinese Civil Aviation Transportation Industry: Value chain cost management should be combined with strategy;physical value chain and virtual value chain should be developed collaboratively;Various forms of strategic alliances can be established;Value chain can be extended or reconstructed;And Chinese Civil Aviation Transportation Industry can be considered with value chain,global value chain,and modular value chain for value chain cost management in the future.
