Research On The Reform Of China's Tourism Administration System In The Context Of Comprehensive Tourism

The government bears important responsibilities in social and economic development and social affairs management all the time.Therefore,it is of decisive importance for economic development and social management to rationally plan and perfect the administration system.In the same way,it is also the precondition and key for the sustainable development of tourism to determine the scientific and efficient tourism administration system.Beginning in 2016,China's tourism industry has entered the era of comprehensive tourism completely.The comprehensive tourism development strategy was not only written to the government work report,but also confirmed by the national tourism administration as the annual theme of tourism development in 2018.In the context of comprehensive tourism,the main emphasis and key points of tourism development have changed,the government functions of tourism should also be changed correspondingly.In order to utterly realize the transformation of the government functions in tourism,the reform of tourism administration system must be carried out.Therefore,under the background of comprehensive tourism,the reform of tourism administration system becomes one of the key problems in tourism development.At present,there are more static studies on tourism administration system in academic circles,however,the research on the reform of tourism administration system is relatively inadequate.Scholars have not formed a unified understanding of the concept of "tourism administration system",and there is no systematic research on the reform of tourism administration system.In addition,scholars have a narrow scope of study on the comprehensive tourism,and the existing research mainly focus on the theory and the macro level,while detailed and in-depth empirical research is relatively poor.Although there are many researches on the whole field tourism,these are not enough to clearly reveal the essential characteristics and development patterns of the comprehensive tourism.In the context of comprehensive tourism,some scholars have realized the necessity and urgency of the reform of tourism administration system and pointed out the core and focus of the reform.However,the research on the specific measures of the reform and innovation of tourism administration system is relatively lacking.This study firstly analyzed the essential characteristics of the comprehensive tourism and expounded the functions that the government should undertake in the development of tourism.And on this basis,further research on the reform of China's tourism administration system was carried out.According to this research idea,the study was divided into seven parts.Chapter one:the introduction.This part expounded the research background from the aspect of theory,time and practice,presented the significance,explained the research method and technical route,and clarified the innovation of the article finally.Chapter two:literature review.Through the documentation of the analysis,the research statue of "comprehensive tourism" and "tourism administration system" can be seen,so that the deficiencies in existing research can be identified.Chapter three:relevant concepts and theoretical basis.On the basis of summarizing the concepts in relevant literature,the concepts such as "comprehensive tourism" and "tourism administration system" are clearly defined.And the theoretical basis of the research was also expounded.Chapter four:analysis of government tourism administration functions under the background of the comprehensive tourism.The article combined the viewpoints of scholars and the analysis of relevant literature,summarized the essential characteristics of comprehensive tourism,and analyzed the key functions of tourism administration under the background of comprehensive tourism.Chapter five:research on the reform of tourism administration institutions in China.Taking the existing 31 provinces,autonomous regions,municipalities directly under the central government(excluding Hong Kong,Macao and Taiwan)and the 16 prefecture-level cities under the jurisdiction of anhui province,as an example,the article analyzed the present situation and characteristics of tourism administration institutions in China from three aspects:name,status and internal organization,and summed up the typical setting pattern of these institutions.On this basis,the article put forward some problems and corresponding countermeasures in the reform of tourism administration in China.Chapter six:research on the change of tourism management system in China.On the one hand,this paper has organized and analyzed tourism laws,regulations,policies and other tourism management systems formulated and promulgated by the national tourism administration and relevant departments.On the other hand,it divided the change course of China's tourism management system into four stages:germination,rapid development,deepening and maturity,and analyzed the tourism management system of each stage.On this basis,the article put forward some problems and corresponding countermeasures in the change of tourism management system in China.Chapter seven:The conclusion and discussion.This part made a brief analysis and elaboration of the concrete conclusions formed in the research,and pointed out the shortcomings and the direction of improvement in the article.
