Since 1978,our party and government organs of endowment insurance system with the reform of enterprise annuities system reform synchronization,directly led to the annuities double-track,the unfair of old-age security system has caused social backlash.Throughout the country in 2015,the state council decided to full implementation of the reform of the old-age insurance system in government institutions,at the same time,in order to ensure the smooth reform of retirees treatment before and after the reform and the reasonable cohesion,decided to build occupational pension system.As a system of compensatory endowment insurance,occupational pension is designed to ensure that retirees treatment does not reduce after the reform,but whether occupational pension system and other functions,the function of occupational pension system is effectively play to the remaining questions.In view of this,this paper carries out the research on the current occupational pension system function in China.In this paper introduces the connotation of the concept of occupational pension related,related theory support and the literature review at home and abroad,the paper from the aspects of the change process of old-age security system in China,analyzes the occupational pension system in our country from the proposed to establish the background and development,from the social,economic,government units and individuals,five aspects of the system to establish the motivation mechanism of the analysis,thus show the initiative of the four functions of occupational pension system in our country.The first is the stable function,the occupational pension system has the function of stabilizing the current and stable reform expectations.The second is the supplementary function,the occupational pension system has the function of supplementing endowment insurance system and supplementing the welfare of public officials;The third is the balance function,the occupational pension system has the function of balancing government,unit and individual pension burden.Fourth,the optimization function,the occupational pension system has the function of optimizing the allocation of human resources and optimizing the allocation of market funds.In view of the occupational pension system in China is the government to promote the product of the old-age insurance system in government institutions reform practice,the government in the design of occupational pension system,follow the principle of problem oriented,reform and stability have mainly focused on solving the immediate problems,not from a higher level of comprehensive consideration of bearing the function of the occupational pension system and its realization should be natural state,led to the occupational pension system initially there are certain defects in the design.In the concrete implementation of the occupational pension system function,the main work is stable function,but because of the occupational pension system did not cover restructuring and side personnel,and the reform of occupational pension benefits lost future security,makes the stability function in some problems in the implementation;As people's perception of occupational pension is not yet clear,authority institution staff habitual will occupational pension as a basic part of old-age security,rather than the workers in government institutions is easy to occupational pension as a new civil servants pension privileges,supplementary function of the occupational pension system has not been accepted;In the case of the unfinished business unit classification reform and the majority of the funds from the financial situation,the balance function of the occupational pension system is greatly restricted and its utility is greatly reduced.With unified our country occupational pension system design,a national standard,make the system loses flexibility,make the function of the optimize allocation of human resources do not have access to a greater degree of play,and delays in the investment of occupational pension fund operation,optimize the market allocation function of the occupational pension system cannot be achieved completely.Aiming at these problems,mainly from three aspects,the paper puts forward related Suggestions:one is the policy system,actively promote the legislature to establish or modify relevant laws and regulations and occupational pension should be brought into the "social insurance law" the specification,or a related legislation,improve the legislative level of occupational pension system;We will formulate relevant regulations and systems as soon as possible,improve and improve the policy system,and avoid fragmentation of policies.Second,system design,around the function of the occupational pension system,to redesign and refinement of the relevant systems,such as for different areas and units set up different capture to expend scale or ownership proportion,adding to assigned accounts and honest account and special account,etc.,by adjusting to the system in detail,to achieve the objective of the booster system functions;Is three function implementation,through the suit the remedy to the case,the precise implementation policy harbored in the occupational pension system function and its realization,in order to solve the specific problems,for example through fund investment income to ensure that efforts to improve the reform of pay of provide for the future,in order to ensure the realization of the function of stabilizing expectations,by speeding up the reform of different categories of public institutions and further defined the government,the units and individuals in the area of occupational pension financing responsibility to ensure that the efficiency of the balance,etc.
