With the development of urban economy and society in China,the level of urbanization has been continuously improved.To further promote the process of urbanization in China,some townships with higher levels of economic development have been converted into sub-district offices,and the villages under their jurisdiction have followed the “village reform”.Habitat "reform,that is,the village planning for the urban area,the peasants become residents.Because of its special geographical conditions,great changes have taken place in the process of “town relocation”: First,the rapid appreciation of land after“village relocation” has caused rural collective economic organizations to frequently face large allocations of land requisition compensation funds.The total amount of collective assets in rural areas continues to increase;second,with the advancement of urbanization,the economic structure and social structure of the original village after the “village was relocated” have undergone great changes,and the economic environment has also greatly improved.Most village collectives have seized this.With favorable conditions,the secondary and tertiary industries are set up.The collective economy has achieved unprecedented development and has formed a large amount of relatively substantial collective assets.Under the original village collective asset management system,the vague relationship between the villagers and the collective assets,so that the huge village collective assets lack a reasonable use of the ability,fair distribution channels and scientific management system,bringing a bunch of problems And contradictions.For example,the problem of unclear ownership of rural collective assets and the lack of property rights;issues concerning the migration and relocation of college students and the participating personnel,the treatment of married women etc.To a certain extent,not only the ownership of rural collective assets The foundation has had an impact,and it has become a “bottleneck” that restricts the process of “town re-alignment”,and ultimately affected the process of urbanization.In order to solve the new challenges faced by the transformation of “village reform” and maximize the protection of the interests of the original villagers,it is necessary to further strengthen the management of rural collective assets,innovate the management system,and explore the management of rural collective assets in the process of “town reform”new model.Regarding the path selection of reforms,the relatively new development models of property rights reforms in rural collective assets such as the corporate system,cooperative system,and shareholding system that are emerging,are also making a powerful impact on traditional economic organizations,not only in rural areas under the new situation.The development of collective economy has injected fresh blood,and laid a solid foundation for the implementation of farmer property rights and democratic management rights.It is of great significance for activating rural resources,strengthening rural collective economic development,and increasing farmers' income.This article is based on a literature review of domestic and foreign researches on the reform of rural collective assets property rights.It combines theoretical and practical analysis methods,applies new institutional economics theory,and manages knowledge of law and law,and comprehensively uses case studies and overall research.Combination,qualitative analysis and quantitative analysis combined research methods.Through the analysis of typicalcases and major models,combined with the context of China's rural collective asset ownership reforms,on the basis of an in-depth analysis of the latest relevant documents issued by the CPC Central Committee,institutional change theory and corporate governance theory are used to theoretically interpret policies.Analyze the problems faced in the practice of reforming the rural collective assets property rights system in the process of “town reform streets” in China,and propose solutions to achieve the goal of achieving “going clear,full power,smooth flow,and strict protection” for China's rural collective property rights.The rural collective economy has demonstrated the superiority of the collective economy and contributed to the sustained and stable increase of farmers' income.Through the analysis and comparison of the three institutional systems of joint-stock system,cooperative system,and stock cooperative system,a field survey was carried out on the path of the reform of the rural collective assets property system in S,Q,and X streets,through analysis and comparison.In terms of land,this paper believes that the joint stock cooperative system with the characteristics of joint stock system and cooperative system is in line with the current situation on the ground,and it is an effective form of solving the current reform of the rural collective assets property rights system in the process of “town reform streets”,but this can only be used as a kind of transition.In terms of path selection,we must ultimately establish a corporate governance structure that is suitable for the market mechanism,improve the phenomenon of “insiders” control,introduce professional managers,improve the supervision mechanism,and adopt effective reforms to make it clear property rights and clear rights and responsibilities.Enterprises with the characteristics of a modern enterprise system separated by government and enterprises can,in this way,open up new and innovative ideas for the reform of the rural collective assets property reform in the process of “town reorganization and sub-district” in China and can
