Study On The Reform Of Rural Collective Property Right System In Caoyuan Town,Yong'an,Fujian Province

China is a big agricultural country with abundant rural resources and assets.However,problems such as unclear ownership of rural collective property rights,unclear rights and responsibilities,and lax protection have become increasingly prominent,eroding the basis of rural collective ownership,affected the stability of rural society.In the context of implementing the strategy of rural revitalization,the reform of rural collective property rights system,as an important top-level design of rural reform,is a reform of the specific manifestation and operation mode of the existing rural collective property ownership system,it is another innovation after the Household-responsibility system,and is of great significance to the protection of peasants' rights and interests in the collective.Among them,the majority of farmers as the main participants and beneficiaries of the reform,its recognition of the reform is an important condition for the smooth progress of the reform.This article through the Literature Research,the field survey,the case analysis,the empirical analysis and so on method carries on the investigation research.Firstly,the concepts of rural collective economy,rural collective assets and rural collective economic organization are rationalized,and the relevant knowledge such as property right theory and institutional change theory are combined to construct the theoreticalanalysis framework.Secondly,taking the reform practice of rural collective property rights system in Caoyuan town,Yong'an,Fujian Province as the research sample,combing the whole process of Cao Yuan town's reform,on this basis,it is concluded that the reform of Caoyuan town has achieved the effect of finding out the bottom of the family,straightening out the relations,confirming the power,empowering and strengthening the governance,at the same time,the problems found in the process of reform,such as insufficient publicity and mobilization,imperfect reform program,difficulties in the follow-up management of rural collective economic organizations,lack of policies and regulations,etc..Thirdly,based on the questionnaire survey data of 22 administrative villages in Caoyuan town,a multiple linear regression model is constructed by using STATA software,the main factors that influence the evaluation of the satisfaction degree of the farmers in Caoyuan town are obtained and the correlation analysis is made.Finally,put forward to strengthen the study propaganda,perfect the system design,perfect the laws and regulations,scientific management and so on optimize the rural collective property system reform policy suggestions.
