Marine fishery is a national production industry with a focus on the development of the marine economy. The “13th Five-Year Plan” period is an important stage of fisheries supply-side reform. As fishery SMEs are the most important component of the entire fishery industry, the shortage of funds has become an important factor constraining their development.Therefore,follow-up operations are in urgent need of financial support, but the current traditional credit business model can no longer meet the increasing financing.demand.Therefore,this paper takes the financing needs of fisheries for small and medium-sized enterprises as the entry point.Through the analysis of credit demand characteristics and credit influencing factors,we will focus on three issues: First, what are the overall status and channels of fisheries financing for SMEs? Second, what are the characteristics of credit demand for fisheries in SMEs? Third, what are the main factors affecting the credit of SMEs in the fishing industry? This study selected 47 small and medium-sized fishery enterprises in Zhoushan for investigation and analysis, and focused on the analysis of their financing needs, and analyzed the characteristics of credit requirements of fisheries for small and medium-sized enterprises in terms of the maturity, scale, cost, and use of the loans.Through investigating and analyzing the credit of small and medium-sized fisheries in the fishery industry, the credit characteristics and problems are obtained. The logistic regression model is used to empirically analyze the importance of credit influencing factors and determine which factors directly affect the credit of small and medium-sized fisheries. The following conclusions were drawn from the study: First, the shortage of funding for small and medium-sized fisheries in fisheries is more serious.Banks or credit cooperatives are still the main channels for fisheries financing for SMEs;Second, the large-scale funding needs of fisheries SMEs and their long-term funding needs are limited. The amount of loans provided by banks or credit unions is relatively small and the deadline is short and cannot meet the demand.Third, the small and medium-sized fisheries SMEs' own profitability, solvency, operational capacity, and growth capacity are significantly related to their bank credit lines.Fourth, this study proposes an industrial financing model with a view to fully expanding the financing channels for fisheries in SMEs.Finally,on the basis of the above-mentioned elemental research, several policy recommendations for solving the financing difficulties of small and medium-sized enterprises in fisheries are proposed.First, starting from improving the level of enterprise management, improvingfishery supporting measures, and enhancing profitability, the overall promotion of the credit of SMEs Qualifications;Second, combining financial characteristics with the characteristics of the fishery industry itself,it is proposed to actively promote the reform of the financial system in fisheries and to promote the upgrading of the fishery industry structure.
