Study On Supply-Side Structural Reform Of State-Owned Enterprises From The Perspective Of Marxist Political Economy

This paper uses the theory of Marxist political economy to expound the theoretical basis of the structural reform of the supply side of state-owned enterprises,analyzes and summarizes the practice and effect of structural reform on the supply side of Baowu Group,and it is important for strengthening and optimizing the state-owned enterprises.First,this article discriminates the theory of supply school based on neoliberal ideas and its practice.Although Western countries represented by the United States promoted the neo-liberalism and supply-side school policies in the 1980 s,they also to a certain extent escaped the stagflation predicament brought about by Keynesianism,but their privatization and tax cut policies are only To a certain extent,it has temporarily eased social conflicts,but it has not really resolved the conflicts.It has sown seeds for the subsequent series of more serious economic and social conflicts.Second,based on the perspective of Marxist political economy,this paper analyzes and summarizes the theoretical basis of supply-side structural reform of state-owned enterprises from six aspects.The first is the dialectical relationship between production,distribution,exchange,and consumption;the second is the theory of capital circulation and capital turnover for individual firms;the third is the theory of reproduction and circulation of total capital;the fourth is Marxist property rights theory;and the fifth is bank and credit capital theory.Sixth,Marx's corporate management thinking.The theoretical content of the above six aspects is very rich,providing a comprehensive and scientific theoretical basis for the reform of state-owned enterprises.Third,through the review of reforms in different stages of state-owned enterprises,the article summarizes the results and deficiencies of each stage.At this stage,the problems faced by state-owned enterprises in China are mainly reflected in the mismatch between supply and demand,low-end overcapacity,and the lack ofmarketable products.Therefore,the strategic measures for the supply-side structural reform of state-owned enterprises are mainly divided into two levels.First,under the guidance of the SASAC,some appropriate state-owned enterprises are merged and restructured to increase their efforts to remove production capacity;second,the state-owned enterprises themselves.The specific tasks of “three visits,one drop and one supplement” will be launched to fully enhance the competitiveness of state-owned enterprises.Overall,the structural reform of the supply side of state-owned enterprises is a theoretical innovation and practical innovation of Marxist political economy.Fourth,this article analyzes the state-owned enterprise reforms of Baosteel Co.,Ltd.and Wuhan Iron and Steel Group as typical cases.Under the leadership of the SASAC,Baosteel Co.,Ltd.and the Wuhan Iron and Steel Group merged and restructured and played a complementary role in optimizing resource allocation.The newly-established Baowu Group has a large degree of production capacity,the products are marketable,the market competitiveness is enhanced,and the operating efficiency is greatly improved.The structural reform of the supply side of the company has achieved great results,and it also created a globally competitive one.State-owned enterprises.Of course,there are still deficiencies.First,the handling of resettlement personnel,and second,how companies research and innovation.As China's socialist development enters a new era,Xi Jinping's political economics ideology in the new era is the innovation and development of Marxist political economics in China.It must abide by the ideas of Xi's political economy and carry on the structural reforms of the supply side of state-owned enterprises.
