Research On The Development Of Rural Land Share Cooperatives Under The Reform Of "Three Rights Division"

At the 19 th party congress,general secretary Xi Jinping pointed out that the main task of deepening rural reform under the new situation is to properly handle the relationship between farmers and land.At present,appear a large number of rural labor force to cities,rural hollowing out serious,farmland idle,agriculture has been "marginalized",seriously hindered the development of agriculture,this is an urgent need to an organization system to solve these problems,so the farmland share cooperation arises at the historic moment.Land joint-stock cooperative development,however,is still in the exploratory stage,the formation of some institutional has yet to mature,such as unclear property right system,organization and management system is not sound,interest distribution system is not reasonable,etc.,therefore in the problems existing in the development of the research is of great importance.This paper studies the development of agricultural land joint-stock cooperatives by normative analysis and case analysis from the perspective of "three rights division".First of all,to the literature of the rural land stock cooperative at home and abroad,secondly,introduces the generation and development of land joint-stock cooperative in our country,including the reason of demutualisation rural land,rural land joint-stock cooperative evolution history and the current typical patterns of farmland joint-stock cooperative existence,then,by using the theory of institutional economics of our country's agricultural land joint-stock cooperative operation mechanism of normative analysis,including the property right system,organization and management system analysis and benefit distribution system analysis,and put forward the problems existing in the system of "big four";Furthermore,taking Dongwangzhuang land co.,LTD.,Xiaogang town,Tengzhou city,Shandong province as an example,this paper analyzes its organizational structure,operation mechanism,benefit distribution and effectiveness.Finally,sum up in view of the problems existing in the system of "big four",puts forward the countermeasures and Suggestions: perfecting the farmland share cooperative property right system,improve the land joint-stock cooperative system of organization,perfecting the farmland share cooperative management system,perfecting the farmland share cooperation system of income distribution.Through research,this paper found that the land joint-stock cooperative is a kind of more efficient land management mode,is on rural collective land ownership of the property right system innovation,effectively solve the "who's going to land,how to farm?" The problem is the effective supplement and improvement to the dual level management system of integration of unified and decentralized;Land joint-stock cooperative system incorporates the double advantage of shareholding system and cooperative system,under the background of "separation of division",makes the complex ownership: the collective,more clear property right relations between farmers,cooperatives,effectively solved the problem of the property right is fuzzy.To sum up,the rural land stock cooperatives by the finely together,set up a single retail,arouse the enthusiasm of the farmer's production,and realize the land scale economy,is the direction of the rural land system reform in our country in the future.
