The further development of economic globalization promotes international trade to gradually shift from commodity flow to international mobility of factors.In this process,the cross-border flow of advanced elements is increasingly becoming an important driving force for international cooperation and technological progress.Transnational flow of advanced elements is a transnational transfer of advanced elements agglomeration,the core of which is senior talents,such as technology,capital,management experiences and so on.Based on the current situation analysis of the talents flow in China,this paper found that the current China capability of independent innovation and degree of talents flow freedom is far behind the developed countries.Introducing overseas high-level talents is very important for upgrading our domestic industrial structure and having a very important strategic significance to build an innovative country.In order to explore the internal mechanism of the influence of senior human capital factors transnational mobility on the innovation of enterprises,based on the expansion of enterprise heterogeneity model put forward by Melitz(2003)and Burstein&Melitz(2013),this paper puts forward that,in the condition of open economy,the more the productivity and innovation incentive of enterprises have,the more the investment in the senior human capital,so that the enterprises reach a higher degree of innovation.While the free of the talents multinational flow will make enterprises to invest more in the senior human capital to enhance the degree of innovation,but this will make the innovation success rate decreased.Then,based on the national Talent Plan data,the patent database and listed company data,sorting,this paper rebuild a database of over 100 thousand sample,which contains the enterprise fundamental information,information flow of factors and the micro enterprise patent information database.Using the fixed effect model and the DID model,this paper analyses the the impact of senior talent transnational flow on enterprise innovation.The innovation points and main conclusions of this paper are as follows:(1)In the theoretical model,enterprises determine the degree of technological innovation and international advanced talents of the elements of the introduction of according to their productivity level.If the productivity of the high-quality enterprises is higher,the enterprises gaining more profit and greater innovation incentive,the more introduction of international advanced talents the enterprises will invest to improve the innovation level.The more abundant senior human capital factor a country has,the more international advanced talents the enterprises input,so that the level of innovation is improved.Besides,the transnational free flow of senior human capital will enable innovative enterprises to invest more high-end talents in order to improve the level of innovation.(2)According to the empirical research,the cross-country flow of advanced talents factors have significantly increased the level of innovation and efficiency of firms.The cross-country flow of advanced talents factors have significantly increased the number of applications for invention patents and the number of authorizations of enterprises,improved firms'technological improvement capabilities and R&D efficiency,promoted firm's innovation capabilities,shortened the application time of innovation,and improved the company's Innovation efficiency.(3)The inflow of international advanced talents promotes the reallocation of innovative resources within the company.Enterprises will intensify their investment in inflows as inflows of similar innovative talents increase,and their innovation efficiencies will increase with the rational and effective reallocation of internal innovation resources.(4)The type of innovation of a company is closely related to the type of factors introduced into overseas advanced talent.The deep advanced international talents and more experience in technology and R&D have comparative advantages in improving the innovation and innovation capabilities of enterprises.The number of patented inventions for inventions has increased significantly,and the time taken for inventions and innovations to translate into innovations has been short and efficient.Finally,this paper puts forward corresponding policy recommendations on the basis of theoretical and empirical analysis.
