At the end of May 2021,the Third Science and Technology Conference was held in Beijing,and President Xi Jinping stressed that science and technology is the foundation of a nation’s destiny,innovation is the cornerstone of a country’s development,and encouraging all sectors of society to continuously carry out scientific and technological innovation is the top priority.Throughout the world,the great changes in the development pattern are caused by the scientific and technological revolution.Only by improving the capacity for scientific and technological innovation can a country enhances its economic strength,scientific and technological strength and national defense strength,and then enhance its international status.Among them,the economic strength of the country,which reflects the speed and stability of economic growth,is a powerful driver of social development.The enterprise is the link between science and technology and economic development.It is the main body of technological innovation and the output of innovative achievements.Through observation,it is found that enterprise technological innovation is not only affected by internal R & D investment,the number of scientific and technological talents,incentive measures,but also by the external environment of the enterprise,such as tax policy,legal environment,regional infrastructure construction level and so on.Smart city construction is a new form of regional development vigorously promoted in China in recent years.It aims to realize the scientization,digitization and intellectualization of the city or region,improve the urban infrastructure and create favorable conditions for the development of various market subjects.This paper explores the impact of different regional technological changes on the performance of local enterprises,and further explores the impact of different regional technological changes on the local environment.Based on technological innovation theory,innovation environment theory,human capital theory and information asymmetry theory,this study adopts literature research method,empirical analysis method and comparative research method,puts forward research hypotheses and selects research variables on the basis of studying the literature of scholars at home and abroad.Taking the pilot construction of smart city as a quasi natural experiment,this paper selects the panel data of 189 listed enterprises in relevant sectors of smart city from 2010 to 2020,and uses the multi-stage double difference model to study the impact of smart city construction on enterprise technological innovation performance and the regional heterogeneity of its impact.The results show that,first,smart city construction has a positive impact on enterprise technological innovation performance;Second,the impact of smart city construction on enterprise technological innovation performance has regional and urban scale heterogeneity.Smart city construction has a positive and significant impact on enterprise technological innovation performance in eastern and western cities.Third,the change of enterprise personnel structure plays an intermediary role in the impact of smart city construction on enterprise technological innovation performance.On this basis,it puts forward reference suggestions.First,the government should increase the breadth and depth of smart city construction,and formulate unique smart city construction and development strategies and specific measures according to regional characteristics;Secondly,enterprises should also grasp various preferential policies issued by the country and the government in the construction of smart city,make effective use of the intelligent supporting facilities of smart city,stimulate the internal innovation potential and promote their own technological progress;Finally,the government and enterprises should pay attention to the cultivation of technological innovation talents.
