Earned value management(EVM)method is an project schedule management tool in which the cost control approach has also been integrated.It uses an index system which contains three values including Planning Value,Earned Value,and Actual Cost to reflect the project monitoring results.The EVM method can play an important role in controlling the construction cost and guarantee the project schedule in the PPP mode.The urban rail transit system has been growing rapidly in modern China,according to the estimation of the National Development and Reform Commission,the urban railway running kilometrage would reach 6000 Km in the year of 2020 while the total investment volume would be 4 trillion RMB in which an important proportion would be financed by PPP model.The traditional schedule management method is limited for the heavy investment and rather long and complex construction cycle of the urban rail transit project which can result in project delay.This paper tries to introduce the Earned value management model into the urban rail construction schedule management system(URSMS)based on the research of EVM method as well as railway train depot construction management to help the improvement of the standardization and fine management.The paper,firstly,introduces and summarizes the EVM based on the consult of massive literature;then,compares the EVM method with other traditional schedule management methods,and introduces the improved analysis method of EVM based on critical path;secondly,analyzes the characteristics and the current situation of the schedule management of the depot project,explains the advantages and possibilities of using EVM method into the PPP model of train depot project management;Then,by using the tools of Work Breakdown Structure(WBS)and project management software,a model of management procedures and implement method is put forth;at the end,the author analyzes an actual PPP model train depot construction case by using the EVM Analytical Method,describing its positive results and insufficient part which lead to future research direction.
