Under the high pressure of environmental protection from the Government,how to save energy and reduce emission and increase benefit has become the top priority for chemical enterprises.Chemical industry is the basic industry of the national economy,but most of the chemical enterprises are high pollution,high energy consumption,high waste emissions which are the "three high" enterprises.They facing a major test of sustainable development.Circular economy is the best choice for implementing sustainable development strategy at present.The circular economy is a system incorporate human,natural resources and science and technology,in the whole process of resources,production,product consumption and waste,improve resource utilization efficiency.The circular economy is a ecological resources recycling economy,it is quite different from the traditional economy development which dependents on resource,and net consumption increase linearly.The theory has good ecological and environmental benefits through the study of experts at home and abroad and the practice of enterprises.It provides important support for chemical enterprises to save energy and reduce emissions and increase efficiency.This paper based on the theory of circular economy,combined with the status of energy efficiency in Group A,summary the main operating conditions,the enterprise resource investment,waste discharge,comprehensive energy consumption,R&D investment indicators,points out the deficiency in the current conditions and analyzes the reasons of Group A in energy saving and emission reduction,Lack of R&D investment will lead to the decline of enterprise employees' innovation and relative backward production technology,which will bring about the rise of energy consumption and the decline of benefits.Weak recycling of industrial chain will lead to waste can not be recycled by enterprises themselves or downstream enterprises,resulting in greater waste of resources.In this paper,Juhua Sulfuric Acid Plant as the research object,which combined with the basic principle of circular economy and the actual situation of the enterprise.This paper puts forward some countermeasures and suggestions,such as enhance the internal and external industrial cooperation,increase investment in R&D,reinforce industrial chain vertical integration and strengthen management innovation.The enterprise level such as Guitang Croup.Hebi Coal Group which carry out recycling economy to reduce waste emissions and waste,improve energy efficiency;the level of industry park such as Shanghai Chemical Industry Park which intensify the integration control of production projects,in public utilities,logistics,environmental protection and management service to achieve the purpose of energy saving.Group A according to their characteristics,learns from the successful experience of Guitang Group and Shanghai Chemical Industrial Park.This paper indicates that Group A should increase investment in R&D,development circular economy in Chlorine-Alkali chemical products and fluorine products,continue to reduce the "three wastes" emissions,coordinate CDM clean production,improve the economic benefit and social benefit in accordance with the national energy-saving emission reduction requirements at the same time.
