The global economy has entered a super Juglar cycle since financial crisis, and it’s arduous for the economic recovery. In this period of economic transition, the changing global competitive landscape has led to the re-division of the international industrial chain. Relying on solid industrial bases, the East China quickly seizes the opportunity to join in the global manufacturing chain of high-tech industry, while absorbing assets of developed countries, and turning to product in ASEAN countries where the Labor costs are cheaper. In contrast, with the advantage of lower cost disappearing gradually, the western region has fewer opportunity to undertake the transfer of labor-intensive industries from east. What’s worse, the long-term overweight of industrial structure in the West began to emerge. Concentrated outbreak of multiple problems such as inefficiencies、 excess capacity、disorderly investment and environmental pollution gets the western industrial upgrading into bottleneck. As the economic growth begins to slow down and the inflow of foreign capital loss to the ASEAN countries, Western industry needs to upgrade urgently.Starting from the western industrial structure, this paper firstly analyzed the current situation of western industry and found that energy and chemical industries are the leading industries of western region. Only by solving problems of energy and chemical industries can achieve the overall upgrade of the West Industry. Therefore, this article took energy and chemical industries as the breakthrough points, basing on the existing growth points, proposed the vision and planning of building energy and chemical industry growth poles.This paper took the growth pole theory as the main support, on the basis of previous studies, proposed the development of western energy and chemical industry growth pole from " point " to " cluster ", and the establishment of growth poles group. Its significance lies not only on the enormous scope and strong economic growth leading by the larger number of economies’ interoperability, but also the coupling and competing relationships between each pole. By the complementary of elements and regional division of labor, It can be achieved of the dislocation development in the same or similar industrial chain. Breaking the old rigid constraints of administrative divisions, and ultimately integrated balanced regional development can come true. The paper selected six provinces whose leading industry were energy and chemical, using principal component analysis to evaluate the seven sub-sectors of energy and chemical industries. According to the results, Shaanxi Province should rely on its coal and oil resources, to built large-scale oil and coal mining bases, to develop coal gas, coal chemical, petrochemical and other industries, and to extend coal chemical, petrochemical and salt chemical industry chain. Xinjiang should vigorously develop the oil and petrochemical. Power production is the main direction of Inner Mongolia. It should establish large-scale coal bases, to ensure the dominance of thermal power, and focused on the development of wind, solar and other new energy. Gansu, putting coal-electricity-chemical industry at the first place, would establish a diversified chemical systems and large-scale wind power generation system. Qinghai would rely on Salt Lake resources; vigorously develop hydropower, building "oil and gas-the salt industry", "coal-coke-the salt industry" and other oil and gas, salt chemical industry and coal chemical industry as one of the linkage recycling industry chain. As for Ningxia, it can rely on its abundant coal and water resources, to develop coal chemical downstream industries, promoting the "Xinjiang coal into Ning" to promote energy situ conversion. Finally, it came to energy management. The paper referenced to the US federal government energy management, then proposed the idea of establishing the Western energy and chemical co-ordination of the Governing department to break the inter-provincial and inter-regional co-ordination, and to provide basis for decision-making of energy management.
