The price of crude oil fell to global petroleum and petrochemical industry competition intensified,reduce the cost of petroleum and petrochemical industry,has become an effective strategy to deal with the low oil prices.As Sinopec,compared with the large international petroleum and petrochemical industry,its main business,especially the cost of labor cost is significantly higher,so it is imminent to strengthen enterprise cost management.M refining and chemical storage factory affiliated belongs to a Sinopec petrochemical branch company,the proportion in the total cost of the enterprise and its labor costs accounted for more than 25%.With the release of the Sinopec "downsizing" task,M petrochemical storage and transportation branch also need to reduce labor costs,improve economic efficiency,in order to achieve the goal of the headquarters of the development.The improve the M petrochemical storage and transportation branch of artificial cost input-output ratio as the starting point,proposed the thought "downsizing is not equal to layoffs in the,and take this as the foundation,makes corresponding improvement to M refining and chemical storage factory labor cost management system,and put forward a series of measures to protect,to ensure the smooth implementation of the management system.Firstly,the thesis gives an in-depth understanding of the basic theory of labor cost management characteristics,principles and methods,and on this basis,the M refining and chemical storage factory existing employment situation and indexes related to labor cost and artificial cost management practices were in-depth study,puts forward the problems existing in enterprise artificial cost management.Secondly,according to the existing problems as well as the enterprise,faced with the synergism of depletion of numbers pressure.It is pointed out that the necessity of labor cost management system to improve the enterprise,puts forward the improvement objectives and principles,and based on the theory of PDCA circulation management,and puts forward the M petrochemical storage and transportation branch of labor cost management system is improved to include budget,control,analysis and evaluation of the four sectors,closed-loop artificial cost management system improvement ideas.Related indexes of labor cost in labor cost management system to improve the process,also make full use of the flexibility in the control management method,rate of labor distribution,personnel costs rate flexible control;using the comparative analysis and structural analysis on labor cost index were compared and analyzed,in order to achieve the effective operation of the labor cost management system.Finally,in order to guarantee m refinery storage and transportation branch of labor cost management system to run effectively.It also puts forward the organization adjustment,control of total employment,reduce labor,strengthen staff training and so on a series of security measures.This paper give full consideration to the unique in labor cost management system to improve the state-owned enterprises of our country are facing the special historical background and state-owned enterprises social responsibility,hoping to provide a new development ideas for future research on state-owned enterprise artificial cost management.
