With the forming of modem human resource management concept, company is making the utmost use of labor cost in its scientific management and making it under dynamic control to further fit in the new environment of market economy instead of simply controlling the thought. The thesis, on this basis, elicits a general way of labor cost management implemented in natural monopoly industries through a case that boosts a company's business.Firstly, the thesis makes an expatiation on the development of natural monopoly theory and the component and indicator system of labor cost, also briefs its understanding and research to date domestically and internationally.Secondly, the thesis explains the reasons domestic natural monopoly company born and its features, in consequence draws a conclusion of the increase of labor cost in these companies. Meanwhile, illuminates the increase of labor cost in natural monopoly companies is much more than it is in other companies.Thirdly, analyses the problem of labor cost in a company, points out the reasons of the over-fast growing wage, irrational input and output, lacking budget evaluation system, etc. Therefore, proposes to use manning quotas in control of marginal cost and company multifactor analysis to manage labor cost. Lastly, states relating measures of company labor cost controlling based on the current status of natural monopoly companies, consequently analyses from current problems that our companies are in urgent need of changing conception, using modern human resource concept and building up scientific labor cost controlling system.The author deeply hopes the thesis which combines with qualitative and quantitative analysis, bases on theoretical analysis, aims at meeting company requirements and proposes as results could serve and contribute to the companies.
