The wave of economic globalization and the highlight of the issue of regional governance have prompted various areas to break through the administrative boundary and carry out various cooperative actions.China has established a large number of cooperation zones and urban agglomerations,such as Beijing-Tianjin-Hebei,Yangtze River Delta,Pan-Pearl River Delta,Chengdu-Chongqing Urban Agglomeration,etc.,and achieved corresponding results.At the same time,there are still many difficulties in regional cooperation under the leadership of local governments,such as coordination problems caused by asymmetric information and differences in preferences.In the context of structural reform of the supply side,how to break the multiple dilemmas in regional cooperation,promote the sustainable and coordinated regional development,and optimize the public service programs and resources allocation are the important research topics at present.Based on institutional collective action theory and social network theory,this thesis takes Pan-PRD as an example to analyze the structural features,activity,complexity and flexibility of cooperation in regional public service.Social network analysis methods are used in this thesis to present and analyze the willingness and position of all provinces and autonomous regions in the public service cooperation in the Pan-Pearl River Delta(PR China)with regarding to indicators such as network density,centrality and agglomeration.QAP correlation and regression are used to verify the direct or indirect relationship between regional public service cooperation tendencies and geographical proximity,economic level differences,political differences,cultural differences,resource input differences(population mobility,transportation,education and financial input).The research finds out that the Pan-Pearl River Delta Regional Public Service Agreement Network has the characteristics of high activity,high autonomy,high complexity,and low flexibility.The public service has a wide coverage,however,the public service cooperation in the Pan-Pearl River Delta region still focuses on the infrastructure construction and labor services,indicating the cooperation is still in a preliminary state.Geographical neighboring relations have an important influence on cooperation in public services,followed by economic development and resource differences.At the same time,the cooperation network does not exactly match the actual public service demand.For instance,traffic cooperation and population flow are not in alignment with each other,and the greater the difference between the freight turnover and the economic level,the closer the cooperation will be.This article provides a new perspective for the study of cross-regional public service,which is,using the institutional collective action theory and social network theory to conduct relevant empirical research on regional governance,thus enhancing the interpretability and scientific nature of this research.Further more,the thesis explores the influential factors of the choice of public service cooperation partners,which helps to provide more reasonable suggestions for the optimization of different cooperation network structures.
