Study Of The Financial Supporting Strategy On The Agricultural Modernization In Gansu Province

The State Council issued the "National Agricultural Modernization Plan(2016-2020)" of Chinese Government in 2016,and agricultural modernization has become a social argument again.The transformation of Chinese agriculture from traditional agriculture to modern agriculture is also the transition from planned economy to market economy,which is meaningful.Financial support is an important guarantee to realize agricultural modernization and also an important link to change the agricultural business model.Gansu province is the traditional agricultural province of China,but the modernization of agriculture is still slow because of insufficient fund supply.Therefore,based on Gansu province agriculture development present situation and the requirement of promoting agricultural modernization,how to take the financial support research of agriculture modernization in Gansu province to provide scientific decision basis for the government and financial institutions becomes the urgent matter.This study uses the theory of agricultural subsidies credit,the rural market theory,imperfect market paradigm as well as the method of combining the theoretical analysis and practice analysis,we have the research on the development of agricultural modernization in Gansu province,the present problems and financial support dynamics.The research results show that the development of agricultural modernization in Gansu province has the following problems: 1)the rural economic development is relatively backward;2)weak development capability of agriculture;3)imperfect rural financial system;4)poor financing environment for agricultural modernization;5)the supply of credit is in short supply;6)lack of credit environment system;7)the lack of agricultural insurance has become a bottleneck in the development of agricultural modernization in Gansu province.Based on the comparison of domestic and foreign financial support pattern as well as domestic state quo,this paper puts forward the countermeasures and suggestions of financial support for agriculture modernization in Gansu province,including strengthening government guidance,establishing agricultural capital market,improving the function of rural financial institutions and the agricultural insurance mechanism,strengthening financial talents cultivation as well as broadening the financing channels of agricultural modernization,which can bring new development opportunities of agricultural modernization and ensure agricultural modernization smoothly.
