Research On The Application Of Project WBS And CPM In The Process Of State-owned Property Rights

The state-owned property rights trading system has been implemented in the past decades in China,with the rapid development of the property market,increase the probability of property transactions motivation,reducing the transaction costs,enhancing the liquidity of assets,which played a positive role,such as guarantee promoted the effective flow of the state-owned assets.However,there exists some shortcomings,including information disclosure,trading methods,fee structure and market functions.In this context,in order to solve the problems while the enterprise manage the process of state-owned property transactions,for instance,separation of powers,resources sharing,diversified management.We propose that the enterprise uses the project management model to manage the process of state-owned property transactions.Consequently realize that increase the management efficiency of the enterprise and improved competitiveness.Under the command of modern project management technology,the physical and human resources will be coordinate.Therefore the enterprise can achieved the goals on schedule in the development cycle of the items,including cost,quality,and duration and business scope.There exists the logical relationship between the process,usually including five process groups,start,planning,and implementation,monitoring and ending.It can be seen that Critical Path Method and Work Breakdown Structure can effectively solve the problem of decentralization,diversification management;resource sharing and personnel access problems in the current enterprise development,and effectively improve the management efficiency and competitiveness of enterprises.Therefore,this paper starts from the current situation and existing problems of the state-owned property right transaction of Chinese enterprises.Firstly,it elaborates the concrete research on property right transaction of domestic and overseas,such as the research progress of enterprise property right economics and contract theory,though applies the project management theory and knowledge.From the view of state-owned property,this paper explores a management path suitable for China's state-owned property rights;make a significant contribution to it.This paper adopts theoretical analysis and case studies which focus on the enterprise uses the project management model to manage the process of state-owned property transactions.
