Research On The Evaluation Of The Efficiency Of Transformation Of Scientific And Technological Achievements And The Optimization Of Policy

China's economy has shifted from a high speed to a medium-to-high speed of growth,and innovation-driven model has become the theme of development.Increasing investment has brought about rapid growth in scientific and technological output but failed to transform scientific and technological achievements and made corresponding improvement.Comparing to other provinces in the middle of China,with the geographical advantages,scientific and technological resources,and ec onomic development being similar,how can Jiangxi learn from advanced experiences in line with its own conditions.Bringing the government leadership into full play will be an effective measure to facilitate the transformation of scientific and technological achievements.This paper first sorts out the policies for the transformation of scientific and technological achievements in Jiangxi province,analyzes the character of policy formulation,introduces policy tools to evaluate the effectiveness and content of policies,and elaborates the status quo of the policy for achievements transformation in Jiangxi province.Then the paper uses data envelopment analysis to build an indicator system based on the research of relevant scholars and evaluates the transformation efficiency of scientific and technological achievements in 30 provinces across the country over the past five years,and analyzes the evaluation results of the six provinces in the central region.Then,content analysis method is used to further explore the policy system for the transformation of scientific and technological achievements in Hunan Province and Hubei Province from 2008 to 2017,and policy structure and hotspots of the two provinces are compared through social network maps,point centrality analysis,and cluster analysis.And those make it easy to learn from.Finally,it makes rational proposals that government should give full play to its leadership on the basis of conditions of Jiangxi province.Through combing the Jiangxi provincial policy texts,we can find that the government should further improve the policy system for the transformation of scientific and technological achievements.The government of Jiangxi Province must formulate relevant policies based on the actual situation of the region to ensure the transformation of scientific and technological achievements,on the premise ofensuring consistency with the overall national policy.When formulating policies,the relevant local government departments should also strengthen exchanges and cooperation to ensure the implementation of relevant policies,and appropriately increase the frequency of the use of environmental and demand-based policies;policy objectives should be seen clearer through the policy analysis of the two provinces of Hunan and Hubei.The government should lean to current development hot spots“Internet+”and high-tech industries while formulating policies,so that the scientific and technological achievements conversion policy system will be constantly improved with explicit objectives and focus.As the demand side,the enterprises have already become the main body of transformation.Their further improvement of related talents,finance,taxation,intermediary,and intellectual property rights and other supporting policies will help boost the transformation of regional scientific and technological achievements.Promoting the cooperation between industry,universities,and research institutes to provide effective supply for enterprises will be the top priority for the government to effectively play its guiding role.
