Research On Evaluation And Countermeasures Of Science And Technology Achievements Transformation Efficiency In Shanxi

Since the eighteenth congress,China 's economy has entered a new normal state,economic development needs to be guided by the new development concept,with the supply side structural reform as the main line,with innovation as the strategic support.Promoting the transformation of scientific and technological achievements is an important task to implement innovation-driven development strategy and a key measure for structural reform of science and technology support.A coal dominant economic features,is the main reason for the resource-based economy in Shanxi Province.In order to promote economic development,Shanxi must drive the driving force of innovation and take the road of reform.How to achieve the industrialization of scientific and technological achievements and integrate into the economic system of Shanxi Province and serve the community,has become the focus of attention in various departments of Shanxi Province.It is important to study the efficiency and countermeasure of scientific and technological achievements in Shanxi Province for improving the output of scientific and technological achievements,the quality of scientific and technological achievements,the policy transformation system in our province,and promoting the transformation of scientific and technological achievements in Shanxi Province and the development of innovation.This paper first gives a detailed explanation of the relevant concepts and theoretical basis of the transformation of scientific and technological achievements.Secondly,according to the relevant data and the research report of the scientific and technological achievements transformation group in ShanxiProvince,this paper analyze the present conditions of the transformation of scientific and technological achievements by the overall situation,the achievements and the problems existing in the achievements of Shanxi Province,we can find out poor original innovation ability,less number of scientific and technological achievements,difficult achievements transformation,and low technological achievements' income of Shanxi.The overall situation is not optimistic.Thirdly,this paper,basing on the relevant literature and the actual situation of the transformation of scientific and technological achievements in Shanxi Province and taking the data collect-ability into account,constructs the evaluation index system of scientific and technological achievements conversion efficiency in Shanxi Province and uses DEA model to analyze the technology of Shanxi Province from 2001 to2015.The results show that the overall technological efficiency and pure technical efficiency of scientific and technological achievements in Shanxi Province from 2001 to 2015 are relatively low,the scale efficiency is relatively high,closing to the frontier of production,and improving the pure technology.Efficiency is the key to promote the comprehensive efficiency of scientific and technological achievements in Shanxi Province.The comprehensive efficiency of scientific and technological achievements in Shanxi Province is showing a trend of increasing slowly and the comprehensive efficiency is the highest during the 12 th Five-Year Plan period.Because of the end of the golden age of coal,the economic efficiency of related industries has been reduced and the level of scientific and technological achievements has been reduced.The comprehensive efficiency of scientific and technological achievements in Shanxi Province is much smaller than developed cities such as Beijing,Tianjin.Compared with the comprehensive efficiency in the eastern,central and western regions,the comprehensive efficiency of scientific and technological achievements in eastern regions is the biggest than Shanxi,with the gap between the eastern region and Shanxi has no obvious narrowing trend.Finally,from the perspective of the government,this paper puts forward to countermeasures of promoting transformation of scientific and technological achievements in Shanxi.
