Study On The Transformation Of Scientific And Technological Achievements In Agriculture

Science and technology is the first productivity,Only it is applied to agricultural production ,can it play its due role. As an important carrier of science and technology, Agricultural scientific and technological achievements'transformation is the only way to accelerate the agriculture development, to promote transformation from traditional agriculture to modern agriculture, to achieve sustainable agricultural development. It is important support for construction of new socialist countryside. However, according to statistics, the agricultural scientific and technological achievements which are applied to production are only 30% -40%, compared with the developed countries'70% -80%, there is a wide gap, it can not meet the needs of China's agricultural development. Thus, the priority to promote China's agricultural development is to improve the conversion rate of agricultural scientific and technological achievements.This paper includes six parts:The first is the introduction. in this part, it introduces the research background of this topic, purpose and significance, domestic and foreign research situation, the main research content, research methods, technical route, expected research results and innovations and so on.Second, it defines the concepts such as agriculture, agricultural science and technology achievements ,the transformation of scientific and technological achievements ,in order to have a clear object of study . and then introduced some theories about transformation of scientific and technological achievements such as agricultural technology dissemination and diffusion theory, the peasants'behavioral change theory, market demand traction theory, government-driven theory and complex driven theory and so on, to lay the theoretical foundation for the research-based.Third, on the basis of investigation and research, the status quo of China's current agricultural research system , agricultural technology popularization system, agricultural scientific and technological achievements'output and transformation results are summarized and described .Fourth, from the perspective of the main body for agricultural scientific and technological achievements'transformation, it introduces five basic transformation modes: the government as the core of the transformation model; the agricultural leading enterprises as the core of the transformation model; the agricultural research and teaching units as the core of the transformation model; the farmer organizations as the core of the transformation model and the agricultural science and technology park as the core of the transformation model, combined with examples, it makes a brief assessment of various types of models, on this basis, build up the target mode of agricultural science and technology achievements'transformation-multi-agent collaborative linkage model.Fifth, from the perspective of funding , achievements'supply and demand, achievement transformation mechanism , the policy and environment, the constraints of scientific and technological achievements'transformation are analyzed. funds: the Agricultural research and extension funds are in short; the outcome of supply-side : achievements'quality is not high, the effective supply is inadequate; results of the demand side: such as farmers'small-scale and low cultural quality and the risks of agricultural operations, these factors lead to the insufficient effective demand; transformation mechanism: agriculture, science and education cooperation mechanism, agricultural science and technology promotion mechanism, market supply and demand-oriented mechanism, agricultural risk protection mechanisms and the benefits distribution mechanism are unreasonable. policy environment: policy and the environment is not conducive to agricultural science and technology achievement transformation.Sixth, for the obstacles in the transformation of achievements, the following countermeasures are put forward: Building a diversified capital investment system, to increase investment in agriculture research and technology transfer; by deepening the reform of agricultural science and technology, strengthen the agricultural research team-building, improving the operational mechanism of agricultural scientific research institutions, increasing the effective supply of agricultural scientific and technological achievements; by raising the income level of farmers, improve their cultural quality and developing industrial operations, increase the effective demand of agricultural scientific and technological achievements; improve the cooperation mechanism of agriculture, science and education, market-oriented mechanism of supply and demand, agricultural risk safeguard mechanism and benefit distribution mechanism; to create an enabling policy environment for the transformation of achievements , in order to speed up the transformation of scientific and technological achievements in agriculture, to promote China's agricultural economy to develop fast and healthily.
