| With the rapid development of China’s economy and society,the rapid expansion of urban comprehensive scale and the acceleration of China’s urbanization process,the role of urban rail transit is becoming more and more prominent.Because of its characteristics of large volume,rapid,accurate,safe,comfortable,low energy consumption and less pollution,The urban rail transit in China has been greatly developed,after twenty-first Century.However,urban rail transit also has the characteristics of high cost,large investment and long period of investment recovery.In addition,the financial funds of most local governments are short.It is difficult to rely on the local government fully to invest in urban rail transit through financial funds.In the third Plenary Session of the 18 th CPC Central Committee,the party explicitly pointed out that "allowing social capital to participate in urban infrastructure investment and operation through franchising".This indicates that the PPP mode will soon usher in a brand new period of rapid development in the urban infrastructure.The government hopes to solve the capital gap of urban rail transit projects construction through the advantages of the PPP model,dissolve the risk of local government debt,and the function of government can be changed well.However,the government and social capital are lacking in the definition of the concept of the PPP model,the nature identification,the pattern characteristics,the operation procedure,the risk sharing,the income distribution,the withdrawal mechanism,the dispute settlement and so on.The industry lacks the effective guidance for the urban rail transit PPP project,and the PPP law in China has not yet been set.With many social capitals taking a wait-and-see attitude,the implementation of the PPP project really falls short.In advancing the shuangliu district monorail transit demonstration line in the process of the PPP projects,Chengdu shuangliu district government also met a larger resistance,mainly displays in the process of the government and social capital negotiation,both parties based on their own goals and interests,it is difficult to reach a consensus on the PPP project issues.At present,The term of use of the franchise and social capital investment has basically reached a consensus,but the determination of reasonable can’t be solved yet,hinder the cooperation of government and social capital in the construction of the PPP project.This paper analyzes the characteristics of urban rail transit through the literature analysis method,studies the significance and development of the PPP model,and then makes a full study on its concept,characteristics and operation process,and summarizes the conclusion that China urgently needs to develop the PPP model in the field of urban rail transit.The paper also puts forward some suggestions on government and social capital from the aspects of division and cooperation,income distribution mechanism,risk sharing mechanism,capital exit mechanism and dispute settlement mechanism.Then,the paper from the perspective of government,using the method of expert interview method and system analysis method combining,systematically analyzes the relationship between the government and social capital,the government and the social capital to participate in urban rail transit and the purpose of the PPP project.Through the case analysis and comparative study,the method of combining both at home and abroad more than the PPP project failure cases and comparative research,project success stories of the PPP projects,summarized the cause of failure,summed up the shuangliu district monorail traffic demonstration line of government and social capital in the PPP project cooperation obstacle factors.Then,through qualitative analysis and quantitative analysis,the paper proposes the optimization path of government policy in the PPP project of dual flow Monorail Transport demonstration line.The path of qualitative optimization includes the responsibility and obligation of the two parties,the optimization of the risk sharing mechanism,the optimization of the capital exit mechanism and the optimization of the dispute settlement mechanism.Then,the paper,based on the passenger flow forecast report,the project planning report,and so on,consults the relevant documents,scientifically and rationally forecast the project cost and the project cash flow statement,and through the establishment of the paper.The method of mathematical model has found the balance of interests between the government and social capital.And put forward suggestions on the balance of interests of the government.Finally,the paper makes Suggestions on China’s PPP legislation and provides reference for the implementation of PPP law in China.In order to eliminate the obstacles of government and social capital cooperation,attract social capital into the urban rail transit PPP mode,and promote the effective implementation of PPP projects in China. |
