In China's power grid construction, how to quickly and accurately estimate the cost of the transmission line project not only has become the core issue of cost management, but also complement a core issue in the engineering decisions. Transmission line construction projects have many characteristics, for in a wide range of geographical differences of design conditions, more uncertainties, which propose a higher difficulty on the design, construction, operation; In addition, by the line project itself, own to the transmission line the construction of the project objectives targeted, as required by the transmission capacity and voltage levels to determine the basic engineering body size, leading to its flexible mutability, project continuity and recoverability of the difficulties.In response to these problems, this article comprehensive domestic and foreign reserch results of project cost, and learn from the basic theoretical and practical results of th home and abroad project cost and combined with literature data, and use of the theory of fuzzy mathematics, combined with the actual transmission line project. Then establish a membership function by the eigenvectors on the completion of the project, and calculate the close degree of the completed projects and projects to be built, by that estimate the project cost of the item under test. Finally, according to the Optional Near principle, will be close to the degree of sorting which is in accordance with the descending order from large to small, and select the largest close to the first three as a typical project, then exponential smoothing method to establish the evaluation model, and ultimately to achieve fast and accurate project cost estimate.
