Based on three regions and five manufacturings, this paper constructs the system of studying the high-tech industry non-equilibrium development from the perspective of time and space. In this work, four contents are introduced,namely,non-equilibrium theory, polarization theory, convergence theory and new economic geography, which are used to analyze the problem by four levels: the developing tendency and temporal-spatial evolution, analysis of non-equilibrium development and polarization, convergence problem and the influence factors of development. The purpose is to explain the development status,non-equilibrium degree, polarization degree and convergence situation of high-tech industry in turn.In Addition, the paper analyzes the non-equilibrium mechanism and influence degree of industrial development on the basis of the unbalanced research results of industrial development. The results are as follows.(1)From the perspective of spatial distribution of high-tech industry, the high-tech industrial enterprises developed in fluctuate style. The main business revenue and average revenue level of principal business shows an exponential fluctuate pattern.A large scale of high-income enterprises forms an industrial agglomeration in the east, whereas the enterprises are less in quantities and revenues.Besides, the special distribution is heterogeneous, which can be concluded that the infrastructural manufacturing like medical and electronical enterprises weigh out of the aircraft and spacecraft manufacturing in quantities.(2)Studying by conventional Markov transmit matrix, the probability of industrial transfer of high-tech industry between different levels is weaker than it is in the same level.Generally, the high-tech industry tends to transfer to neighborhood rather than transregional area, and the probability is negative correlated to the distance. To further investigate the spatial influence inside the industry, the conception of spatial lag is deployed. It can be obviously observed that, the neighboring region shows a strong spatial radiation effect if it has a high developing level of high-tech industry. The main effect manifest as two aspects: one is stimulating the industrial transferring from the province with low level of development to the high one,the other is to guide the transference to the province with a higher level, furtherly descend the probability to lower ones.By contrast, the radiation effect is inconspicuous if the neighboring area is less developed.(3)The degree of non-equilibrium development in high-tech industry is reducing in China, and the difference is mainly from the interregional affecting. The prime reason lead to the degree reducing is the diminishing of the interregional disequilibration. This is departed from the view of Liu Huajun and Zhao Hao(2013).As a whole, the degree of disequilibrium is higher than in west and the degree in aircraft and spacecraft manufacturing, computers and office equipments manufacturing is higher than others.Specifically, the aircraft and spacecraft manufacturing, medical and pharmaceutical products manufacturing, electronic and telecommunication equipments manufacturing and medical treatment instrument and meter manufacturing in east China has a degree inclination, while the computers and office equipments manufacturing has an ascending one.The situation in the middle is alleviating except the electronic and telecommunication equipments manufacturing. The differences in the aircraft and spacecraft manufacturing, electronic and telecommunication equipments manufacturing in west area is widening. The regional difference is the main cause of the disequilibrium in aircraft and spacecraft manufacturing as well as medical and pharmaceutical products manufacturing. The rest factors and inter-zone difference lead to the differences in other industry manufacturings.(4)The polarization degree shows a downtrend while the multi-polarization degree is rising. The intra-zone differences overwhelmed the differences in interarea.Based on the calculation of TW coefficient, the polarization of aircraft and spacecraft manufacturing as well as computers and office equipments manufacturing is diminishing and the rest manufacturings are otherwise.According to LU coefficient, the multi-polarization degree is rising in all five manufacturings.Estimated by KZ coefficient, all five subdivided industries are likely to show the interregional polarization. All these results agreed well with Liang Xiaoyan(2007)and Jin Chunyu's study(2015).(5)From the prospective of regions, the sigma convergence and beta convergence both exist in high-tech industry we studied located in the middle and west of China. It indicates that high-tech manufacturing has regional club convergence characteristics.Distinguished by industry, aircraft and spacecraft manufacturing, and electronic and telecommunication equipments manufacturing have an apparent convergent tendency, while others don't.It is not a normal phenomenon in the subarea and sub-industry,which represent the industrial club convergence in high-tech manufacturing.(6)The development of high-tech non-equilibrium is impinged by both interior an d exterior factors. The interior factors include the human capital, physical capital and the level of innovation,as the exterior factors contain the constitutional factor, the degr ee of market demand, and the degree of openness.Taking all factors into consideration, the human capital has a conspicuous negative influence to the non-equilibrium develo pment while the technique innovation has the opposite one.Meanwhile, the exterior fa ctors show little influence to the non-equilibrium development, due to the weakness ori ginated from market principles.
