Study On The Application Of PPP Financing Mode In Water Engineering

With the remarkable development in economics has been achieved in the last few decades of China,the urgent demand especially for water source becomes crucial.In this vein,relying on the construction of water resource project,the survival and further development are controversial.However,to better the large-scale water resource project,the mechanism of construction funds is suggested to be reformed,whereas the previous projects are always accomplished through national finances since 2014.Thus,it is still an open issue of making full use of PPP funds to improve construction.In this study,the topic of PPP funds and their applications in the construction of water resource project are discussed and analyzed comprehensively.Combining with the real-world projects,the availability,necessity and feasibility are described from the viewpoint of current situation,definitions,merits,disadvantages and others of PPP.Throughout the work,by means of reference,expert interview,quantitative(and qualitative)analysis,singular value decomposition(SVD)and case study,the content of PPP funds is well discovered as well as the fundamentals of water source project are interpreted.Empirically,with comparison between two cases under different financial modes,the PPP fund is illustrated to be a feasible option and could make a striking promotion for the field of water resource project.On the one hand,of practical significance,the PPP is a promising financial mode and efficient approach for management and risk avoidance.On the other hand,the multiple impacts have been taken into account in the PPP financial mode.As a result,the guidance and operation of PPP funds could be improved,further,the indications and suggestions of this study may be used to support the development of the analogues in the future.
