For a long time, rural water conservancy projects are regarded aspublic goods, which decides the financial investment should be the mainchannel of rural water conservancy projects financing. In fact, withcharacteristics of pure public goods in rural water conservancy projects arequite rare, most of water conservancy projects are both public andprofitable, and some water conservancy projects even with a fullyprofitability. For profit-making rural water conservancy projects, under thecondition of the financial funds supply ability is insufficient, the creditfunds of the financial institutions should be an important financing channel.Before exploring the credit financing of rural water conservancy projects,firstly need to answer three questions in theory: one is based on theclassical theory of public goods to classify the rural water conservancyprojects, clarifing what kind of rural water conservancy projects are closerto public goods, and what kind of rural water conservancy projects arecloser to personal items; Two is to design the agricultural credit systemstructure to boost the rural water conservancy projects financing. Aneffective agricultural credit system structure should include three parts:agricultural credit organization system, agricultural credit operation systemand agricultural credit supervision system. Designing the agricultural creditorganization system aims to solve the problem of who should lend theagricultural credit funds, the agricultural credit operation system is to solve the problem of who will commitment the agricultural credit funds, and theagricultural credit supervision system is to ensure the lenders are willing tolend and the borrowers will not escape; Three is to construct the matchingmode of rural credit system and the rural water conservancy projects.This article based on the above theoretical analysis framework, takingHunan Province as an empirical, digging into the difficulties and problemsfaced by the agriculture credit in the process of boosting rural waterconservancy projects, and from the perspective of demand, using theweighted combination of grey correlation analysis method to research thedemand priority order of the agricultural management subjects to the ruralwater conservancy projects. Results show that in Hunan Province theoverall evaluation of the agricultural management subjects to the ruralwater conservancy projects is not high. There is a phenomenon of thenational rural water supply does not match the farmers’s urgently need. Thedemand priority order of the agricultural management subjects to the ruralwater conservancy projects are the quasi-public rural water conservancyprojects, the pure public rural water conservancy projects and theprofit-making rural water conservancy projects. There are very significantdifferences between three kinds of water conservancy projects. Therefore,in order to optimize the structure of rural water conservancy projectssupply, improving the utilization efficiency of agricultural credit funds, thegovernment should give the priority to the development of the quasi-public rural water conservancy projects to meet the most urgent needs of theagricultural management subjects. In the realization of this type of waterconservancy projects a certain satisfaction, give overall consideration andpay attention to the coordinated development. To implement agriculturalcredit boosting rural water conservancy project construction to the ground,the government also needs do some efforts on encouraging financialinstitutions to issue agricultural loans, induction of agriculturalmanagement subjects undertake the loan actively and strengthening thesupervision of agricultural credit funds.
