The Construction And Operation Mechanism Of Agricultural Credit Guarantee System In Jilin Province

China is an agriculture country which always has been committed to promoting the development of agriculture.The Party Central Committee has issued several documents about agricultural development.That's enough to point out the importance of agricultural development of China.In order to promote the of development in agricultural,the government has adopted a number of measures,such as providing farmers with direct subsidies for agricultural production.The enthusiasm of farmers has also been improved.However,due to the level of urbanization keep improving,the rural labor force has been greatly reduced.Under this background,new-type agricultural management entities have been emerged in rural areas.The characteristics of new-type agricultural management entities are the specialization,scale,and modernization of agricultural production.The emergence of new types of agricultural operations has changed the original mode of small-scale farming,while the new mode of production requires more financial support.The planting subsidies that government supplied can't meet the needs of large-scale production.The establishment of an agricultural credit guarantee system can provide credit guarantees for the mainstay of agricultural operations,increasing the enthusiasm of financial institutions for lending,and then introducing financial institutions' funds into agriculture to provide funds for agricultural production.Jilin Province is a large agricultural province in China and has always been a country's granary.Therefore,it has great practical significance to establish an agricultural credit guarantee system for Jilin Province.This paper uses the method of Game theory to verify that the existence of the guarantee system is conducive to solve the problem of difficult loans for agricultural management entities.We established an agricultural credit guarantee system with the actual situation of Jilin Province,and studying its operating mechanism.Through the credit guarantee system,the “live water” of more financial institutions is introduced into agriculture and agricultural production is promoted.In the first chapter,the article introduces the domestic and international research on credit guarantees,including the construction of credit guarantee system for SMEs and the development of rural credit guarantees.The second chapter focuses on the related concepts and theories of agricultural credit guarantees,including the concept of agricultural credit,the concept of guarantee,information asymmetry theory,and risking transfer theory.The third chapter analyzes the related subjects in the agricultural credit guarantee,including the credit supply subject,the credit demand subject,and the type of credit guarantee institution.The fourth chapter analyzes the necessity of the guarantee agencies' participation in the credit process by using game theory.Chapter 5 analyzes the current situation of credit guarantee in Jilin Province and points out the problems in the credit guarantee process in Jilin Province.Chapter 6 establishes an "one body with two wings in three layers" credit guarantee system with the actual situation of Jilin Province and clarifying its operating mechanism.Chapter 7 further elaborates the operation and improvement of Jilin Province's agricultural credit guarantee system.
