Research On The Strategy For Building Smart City In Xigang District,Dalian Municipality

In recent years,with a new round development of information technology featuring Internet of Things,Cloud Computing and Big Data,plus the strong impetus of social and technological progress,the urbanization process is getting faster and faster emerging a new idea and form of urban development,namely smart city.The construction of smart city attributes to the advancement of urban construction,strengthening of ability in public service and improvement of living environment,whilst it can help protect the ecological environment,guarantee the harmonious development between society and nature and boost the urban overall competitiveness.In 2013,Xigang District in Dalian began to actively implement the strategy of building smart city and come up with the goal and comprehensive requirement of building 'Smart Xigang' by formulating Plan Summary on the Construction of Smart Xigang in Xigang District,Dalian Municipality(2013-2015).By doing so,a remarkable achievement has been made in the area of public infrastructure construction,the improvement of government governance,the optimization of people's livelihood service,the exploitation of smart industry and the reform of social governance mold.But at the same time,there are still some problems and deficiencies in the process of building smart city.In order to solve that and ensure a sustainable development regarding smart city construction in Xigang,more efforts should be paid in boosting government's role as a whole,sounding safeguard mechanism and enriching talent introduction and cultivation.The thesis,first of all,makes a research to analyze the status quo of smart city home and abroad,grasp the intrinsic meaning of smart city and elaborate the necessity for building smart city.Meanwhile it,on the basis of difficulties faced by Xigang District in the construction of smart city,tries to find out its deeper problems and their causes through field investigation and experience conclusion on the current situation of smart city construction in Xigang District.In response to these problems,the thesis draws successful experience in terms of smart city construction from foreign advanced areas such as the United States,Germany and South Korea and analyzes sophisticated actions about smart city in domestic cities such as Beijing,Guangzhou and Shanghai.And the conclusion is that smart city construction should insist on flexible and various operating management mold,fully rely on pillar of smart industry,stick to the demanded-orientation characterized by people first and focus on the exploitation and cultivation of talents.Based on the previous research,the thesis raises some effective suggestions,such as beginning from the top design,guiding the development of smart industry,sounding matched policy system and index evaluation system of smart city and improving safety and talent protection measures,which provide practical reference frame for the government in Xigang District to draw up projects for smart city construction in the next stage.
