| The construction of smart government is a new path for government governance today,and an important way to improve government governance efficiency and scient ific decision-making ability.In the context of modern society,the increasingly update d science and technology have provided strong impetus for smart governance.Smart g overnment is a key means to promote modernization of governance and the transform ation of government functions.The purpose of smart government construction is to m ake people’s affairs more convenient.Customs should increase the development of sm art government,do a good job in supervision and services,and thereby improve custo ms clearance efficiency and optimize the port business environment.This study is based on the new public service theory,digital governance theory,a nd agile governance theory.Through research methods such as questionnaire research,literature research,and case analysis,it further elaborates on the connotation,charact eristics,and achievable effects of smart government.Through the analysis of three typ ical projects of Dalian Customs in terms of political platforms,information systems,a nd smart supervision,the General Administration of Customs,Nanning Customs,and other relevant types are listed Shenzhen Customs’ practices in smart government,sum marizing and refining relevant experience,and summarizing the effectiveness of Dalia n Customs in promoting the construction of smart government.At present,there are st ill problems to be solved in the construction of Dalian Customs’ smart government,w hich are manifested in the neglect of public demand,the low matching of talent techn ology and supporting facilities,the insufficient use of data advantages,and the existen ce of data information security risks.The causes can be attributed to the weak awaren ess of public demand as the leading factor,the imperfect talent training mechanism an d insufficient funds,the limited depth of data supervision,and the lack of public data security assurance system.Through comparative analysis of other smart government c onstruction cases in the field of photography,useful insights can be drawn,such as bui lding a demand oriented public service system,building a collaborative and efficient d igital performance capability system,building an intelligent sharing technology applic ation system,and building a scientific system of institutional norms.In response to th e problems in the construction of smart government in Dalian Customs,countermeasu res and suggestions are proposed,including introducing innovative thinking and mode rn systems in management methods,increasing investment in talent and technology,i mproving the construction of smart government system,and strengthening data and in formation security protection. |
