In recent years,the process of urbanization and industrialization is speeding up,and the agricultural modernization is deepening.At the same time,local governments are increasingly involved in the process of rural land transfer through administrative organization,financial support and policy tilt.Some scholars believe that government intervention in agricultural land transfer has a positive role in promoting the transformation of agricultural development mode,helping farmers to increase income and promoting agricultural modernization,and some scholars believe that government intervention can easily cause waste of financial resources and low efficiency in scale management.In fact,in the new period,it should not be entangled in whether the government should intervene in the transfer of farmland,because in our country's current national conditions,promoting the circulation of agricultural land can not be separated from the government power.The most important thing is how to evaluate and optimize the government's involvement in the transfer of rural land.This paper tries to find an evaluation criterion from the perspective of farmers' subject,that is,to evaluate the influence of the transfer of farmland to the transferred household,not only from the change of land resources and income structure,but also from the living environment,job opportunities,healthy leisure,social communication and subjective well-being.Based on the framework of DFID's sustainable livelihood analysis,this paper uses a large number of existing research results at home and abroad,combined with the characteristics of the survey and the availability of data,and calculates the sum of the human capital,natural capital,financial capital,material capital,social capital and livelihood capital of farmers,and establishes a comprehensive evaluation of the livelihood capital.Price index system.According to the differences of role positioning,process management and guarantee supervision,the government intervened in the different scenes of agricultural land transfer.From the perspective of farmers' sustainable livelihoods capital,the two phase cross section data was used to evaluate the effect of the implementation of the agricultural land transfer under the different intervention scenes of the government by using the dual differential tendency score matching method(PSM-DID).The results show that the current government intervention in agricultural land transfer does not bring significant improvement to the livelihoods of farmers and even has a slight negative effect.The reduction of natural capital caused by the transfer of farmland is offset by the increase of material capital and social capital brought by the increase of public product supply under the government planning behavior;compared with the intermediary project.If the government turns into the agricultural land,it will reduce the material capital and social capital of the farmers and raise the natural capital of the farmers,and there is a significant positive effect on the livelihood of the farmers with the written contract and the contract which can be amended to guarantee the livelihood of the farmers;the items paid in the form of real rent have significantly reduced the material capital of the farmers.The government project has a significant negative effect on the accumulation of natural capital for farmers.In view of the above research content and conclusion,this paper puts forward the following policy suggestions: first,the role of government intervention in the transfer of agricultural land,the government should combine its own finance,the situation of local public products supply and demand and regional development planning,the rational choice between the outsourced and intermediary roles,and take into account their own interests.And the livelihood capital of farmers.Two,in the process management of agricultural land transfer project,we should improve the system and process,especially pay attention to the standardization of written contracts,the popularization of payment methods and the marketization of rents.The three is to take measures from multiple forms and multiple ways to protect the sustainable livelihoods of farmers and protect the transfer out.The opportunity for the survival and development of the household.
