| The main business of power enterprises is power supply.Power supply cannot be separated from the construction of power infrastructure.Expanding the scope of power supply for enterprises is a direct method to increase the amount of power supply and is also a way for enterprises to increase profits.Therefore,the construction of power infrastructure is very important.As the proposal of the national " 13 th five-year plan" in 2016,China’s power facilities construction has entered a new stage.Human resource management plays an increasingly important role in the construction of electric power infrastructure,which has a direct impact on the smooth progress of the construction of electric power facilities.The construction of electric power facilities is a basic industry related to the national economy and people’s life.Its construction projects are characterized by strong professionalism and long construction period.Therefore,the construction of power facilities cannot be separated from the cooperation of the team.As the core part of power construction project management,performance management directly determines whether the power construction project can be successfully implemented.As the development of project management theory,some domestic enterprises began to apply the theories,methods and tools of project management to the performance management of construction projects.However,there is little research on the performance management mode and method of power facilities construction projects.For this reason,this article explores this aspect.Firstly,starting from the theoretical research progress of the characteristics,project management,performance management and project performance management of electric power construction projects,this paper mainly introduces the project management system of XC electric power construction enterprises,analyzes the characteristics of electric power construction projects and the existing performance evaluation system and finds out the main problems existing in the performance management of electric power construction projects of XC electric power construction enterprises,including: the existing organization system cannot effectively adapt to the characteristics of electric power engineering construction.There is a serious disconnect between process management and performance management in power construction projects.Finally,using the theory of goal and key results method and combining with the characteristics of XC electric power construction company such as many kinds of projects,tight time,simultaneous operation of multiple projects and cross-department,the performance management model of amoeba group system is put forward.First,on the basis of the existing company organization system set up in accordance with the specialty,an amoeba team-based project management system is established to establish a special project construction team around an electric power construction project.The second is to set up key performance indicators(O)for the project around the construction of power facilities and participate in the key results(KR)of the performance evaluation of project team members,integrating the project process objectives into the project performance evaluation;The third is to establish a performance feedback mechanism for power construction projects to form an effective combination of project construction cycle and project performance management.This paper believes that the team performance management of power facilities construction enterprises is to break the previous system and ideology of " big pot rice" in the power industry.According to the characteristics of each project,a team of talents suitable for this project should be established and then a reasonable performance evaluation scheme should be implemented to improve the creativity and enthusiasm of the team members to realize the improvement of team efficiency and further improve the economic benefits of enterprises. |
