Schedule, cost and quality are important elements of project management. Schedule and cost management become core content of project management under the condition that the quality has satisfied project demand.It becomes important that combing the schedule and cost managing together to comparatively optimization, this is also a problem that must be solved quickly in electric power project management.In this paper, we analysis the factors that may have influence on the schedule and cost; review the disadvantages that manage cost or schedule respectively; present the method of earned value management to conduct the schedule and cost together; give the concrete content and application steps of the method; all this is by the method of academic investigation combine cases analysis. At last, for proving the practicability and maneuverability of the method, focus on analyzing variance analysis method in cost-schedule controlling, we give an empirical research on application results of earned value management in a power project.
