Study On The PPP Financing Mode Of County-scale Shantytowns Renovation Project

The transformation of shanty towns is a major livelihood project to improve housing conditions of the residents.It is the most important task of the government work.It is also the prime minister's livelihood project of the prime minister,and it is a great event for the people to live and work in peace and contentment.The implementation of shantytowns transformation not only improves the living conditions of low-income residents in China,but also changes the appearance of the city,improves the comprehensive carrying capacity of the city,and promotes the social harmony and stability.At present,China's shantytowns have made breakthroughs.The scale and intensity of the transformation of shanty towns and ancillary facilities have been increasing,which means that the funds needed for shanty towns are also increasing.But the shortage of funds is the biggest problem that restricts the work of the shed.In addition,the shantytowns project cycle is long,slow capital returns,because the local government financial resources are limited,the general budget revenue is far lower than that of the shantytowns reform required capital demand,and unable to concentrate the system to solve the problems related to the shantytowns.Obviously,relying solely on the financial funds of the government can not meet the needs of the reform of the shanty towns.In the face of shantytowns tremendous financial pressure,the government should actively guide the participation of social capital,financial capital play "leverage" role,with less financial capital leveraging more social capital,so as to expand the shantytowns financing channels,thereby effectively reducing the pressure on government finances,break the current shantytowns project predicament and breaking.This paper systematically reviews the related literature at home and abroad,based on the analysis of connotation,characteristics and application of PPP mode,PPP mode of development in our country,focuses on the application of PPP mode in affordable housing projects(especially penggai project)the applicability of the shantytowns project case combined with Xiaoyi city from the project,characteristics,policy,economy,technology and other aspects of the necessity and feasibility of shantytowns project of the introduction of the PPP model,designed a concrete and operable shantytowns project PPP application model,from the aspects of organization structure,operation ideas and methods of analysis of the PPP model in the shed the specific operation process of project,discusses the risks and benefits of participation in the shantytowns project by using the PPP model from the government and private sector perspective.In addition,from the point of view of the government,the private sector and the public,the paper puts forward the concrete measures to promote the PPP model in the shanty towns.This research focuses on the operation process design of shantytowns PPP project in Xiaoyi.The difficulty lies in the initial construction of risk sharing and game model based on game theory.This study is intended to provide a certain decision basis and scientific reference for the government or private sector in signing a contract to change the PPP project.
