Case Study On 2012-2015 Special Audit Tracking Of Affordable Housing In Yanjiang District,Ziyang

The report of the 18 th National Congress of the Communist Party of China(CPC)made it clear that "we should strengthen the management and construction of affordable housing,establish a housing system that combines government protection and market allocation,and meet the basic requirements of the difficult people." In October 2012,according to the overall deployment of the state council,the audit office issued the notice on the guidance of the special tracking and audit work on urban guarantee housing issued from 2012 to 2015,deciding to carry out the special follow-up audit of urban security housing from 2012 to 2015 nationwide,requiring to fully grasp the overall situation and major achievements of urban security housing,and promoting the successful implementation of the urban guarantee housing project.At present,in the process of carrying out the audit of affordable housing,there are problems such as the single human resource allocation,the lack of coordination,and the difficulty in rectification.This article,on the basis of social security theory and performance audit theory,analyzes 2012-2015 Special Audit Tracking of Affordable Housing in Yan Jiang District,Ziyang,and to do a deep analysis on Special Audit Tracking of Affordable Housing in Yan Jiang District,Ziyang.In the analysis of the organization of the follow-up audit work in Yanjiang District,it points out the importance and reasons of proper organizing methods and structures in carrying out the follow-up audit work,and analyzes the measurements taken by government in Yan Jiang District,such as comprehensive utilization of internal and external resources of the audit through the deployment of audits in the region,strengthening the use of external resources and seize pre-trial training in three major areas.In the analysis of the coordination among the follow-up auditing departments in Yan Jiang District,it points out that following the coordination of the auditing department and promoting the coordination of the departments,analyzes the targeted training work,building a hierarchical working platform,and implementing the practice of dynamic supervision and division of power lists between departments which has effectively improved coordination among departments.In the analysis of the issue of promoting the rectification in the later period,it points out that the audit problem was difficult to rectify,and analyzes the significance of the grounded audit issue,the use of other projects to promote rectification,and the maintenance of the main auditing force to effectively promote the rectification of the problem.Through the analysis above,this paper puts forward the ideas and facts of carrying out the special follow-up audit of affordable housing at the grass-roots level,and provides important theoretical and practical support for the majority of grass-roots governments to carry out special-purpose tracking audits of affordable housing.
