Research On The Construction Of Sichuan Comprehensive Innovation Reform Pilot Zone

It has become a feature of China to promote reform and innovation by selecting some regions as policy test areas and taking first trials to form the experience that can be replicated and promoted nationwide.In September 2015,Sichuan province was identified as one of the eight comprehensive innovation reform pilot zones,undertaking the task of the transformation and exploration of the western region.Although Sichuan is the largest economic province in the western regions,but compared with the coastal economically developed provinces and cities,it's innovation resources is still lacking,so the efficiency problem is particularly prominent,which become more critical in the construction of Sichuan comprehensive innovation reform pilot zone.Firstly,this paper analyzes the general situation of Sichuan comprehensive innovation reform pilot area and the replicable experiences which have been summarized.Secondly,the relevant indexes of innovation efficiency evaluation were sorted out by relevant literatures.The data of 21 cities in Sichuan Province from 2013-2016 and 30 provinces in China from 2013 to 2016 were used as samples.SPSS21.0 software was used to analyze the correlation between selected indicators,,and the indexes were selected based on the analysis results,then the evaluation indexes were finally determined.DEA method was used to evaluate the innovation efficiency of 21 cities in Sichuan Province and four provincial comprehensive innovation reform pilot zones.The study found that after a year of construction,Sichuan comprehensive innovation reform pilot zone has obvious progress in various aspects,such as innovation input increasing,innovation constantly emerging,civil-military integration accelerating,science and technology achievements transformation speeding up,the enterprise's main status of innovation strengthen and so on;Overall innovation efficiency of Sichuan province have certain progress,but still on a low standard,and there have a big space to improve.The innovation efficiency of Sichuan province was restricted by pure technical efficiency and scale efficiency,but the scale efficiency was the mainly limiting factor;The development of innovation efficiency in five economic zones in Sichuan province is uneven,and there are obvious differences between them.Compared with the other three provincial comprehensive innovation reform pilot zones,the innovation efficiency of Sichuan province is higher,and Sichuan province is the only one which innovation activities are effective.
