Policy Analysis Of Hefei-wuhu-bengbu Independent Innovation And Comprehensive Coordinated Reform Pilot Zone

In Oct.2008 Anhui Provincial CPC, in the light of the guiding spirit made by Hu Jintao, General Secretary of CCCPC when he officially visited Anhui, established Hefei-Wuhu-Bengbu Independent Innovation and Comprehensive Coordinated Reform Pilot Zone by expanding and enriching the former Hefei National Experimental Science & Technology Innovative City. During the two years after its establishment the three cities(Hefei,Wuhu and Bengbu),while making efforts for their own development, have completely played their principle roles and their advantages in science and education, led a more rational resource reconstruction in a wider area and built a regional brand featured by S/T innovation. The first breakthrough of the three cities has efficiently improved the ability of the overall provincial innovation and particularly played an important role in facing the international financial crisis and in promoting the economic stale and rapid development, economic readjustment and development style transference. This year is a key for the formulation of the Twelfth-Five-Year plan. Along with the constant changes of the global and domestic economy the Zone will face new opportunities and challenges in the Twelfth-Five-Year. An in-time evaluation of the strategy implement of the Zone will be extremely important in fully playing its synergistic effect, promoting all-around constructions of the pilot province and zones, accelerating the improvement of our provincial enterprise independent innovation and core competitiveness ability, and scientifically formulating the Twelfth-Five-Year plan characterized by innovation ideas.A series of policies and measures have been made to support the innovation of the Zone during the two years after its establishment. But in the actual operation there are some problems to the formulating and implementing of some measures as they have not fully played their parts in supporting and promoting the innovation of the Zone. Therefore, under the general framework of formulating the Twelfth-Five-Year Plan scientific and rational policies and measures will be an important task for promoting the leaping development of the Zone in the Twelfth-Five-Year and a principal issue for making the Twelfth-Five-Year Plan.For the above situation this Paper firstly makes an analysis of Public Policy Analysis Theory and Regional Economic Theory, sums up and sorts out related policies and measures on independent innovation formulated by Anhui Provincial CPC, the Provincial Government and the three cities, and classified such policies and presented some examples. In light of the actual situation of the Zone including the formulation and implementation of independent innovation policies this Paper makes an analysis of the main problems to some of the new policies and gives some proposals. The Paper, taking the construction of Bengbu Independent Innovation Pilot Zone as an example, puts forward some suggestions in the hope of being beneficial to the practice, while considering the requirements of the Twelfth-Five-Year Plan and improvement of the policies and measures on independent innovation.
