Under the new normal economy,China's economic growth has slowed down.Consumption is one of the troika that drives economic growth and plays an important role in the sustainable development of the national economy. In recent years, the consumption expenditure of urban residents has been continuously increasing. The consumption structure of residents has changed, and the upgrading of the consumption structure will become the main driving force for stimulating economic growth. There are many factors that affect the changes in the consumption structure of urban residents. As a long-term debt for residents, housing loans will affect the consumption structure of urban residents through the “crowding-out effect” and the“wealth effect”.As the economically backward areas in North-West China, the consumption structure of urban residents is facing the challenge of transformation and upgrading. The rapid growth of housing loans may have an impact on the consumption structure of residents. In order to reduce the crowding out of housing loans for urban residents' consumption, promote the transformation and upgrading of consumption structures, and create new economic growth momentum,it is of great practical significance to comprehensively and in-depthly discuss the impact of housing loans in North-West China on the consumption structure of urban residents. The content of the dissertation consists of five parts. The first chapter expounds the research background and research significance, research review, research ideas and methods. The second chapter summarizes the related theories of consumption and consumption structure, and provides relevant theoretical basis for follow-up research. The third chapter analyzes the "crowding-out effect" and the "wealth effect" of housing loans on the consumption structure of urban residents based on the theoretical level. The fourth chapter empirically tests the impact of housing loans in North-West China on the consumption structure of urban residents using a fixed effect model. From the empirical results, the "crowding-out effect" of housing loans on consumption items such as clothing, transportation, communications and household goods and services, and the "wealth effect" of housing loans on consumer spending on education, culture, entertainment, housing, and health care, and housing loans on food for urban residents The effect of the proportion of expenditure is not significant. The “crowding-out effect” of housing loans is greater than the“wealth effect”.The fifth chapter proposes to ease housing loans by improving the housingprovident fund system, regulating housing prices, implementing the “houses for hire and purchase” policy, and creating a “triple housing structure” based on empirical findings. The "crowding-out effect" of urban residents' consumption structure, and the policy recommendations to promote the upgrading of urban residents' consumption structure in North-West China.
