The Case Study Of Chengdu Smart Urban Administration

Content With the development of urbanization,urban governance is gradually faced with complex issues,and the utilization of information technology is one of the important means to handle the problem.“Smart urban administration” now becomes a basic feature and significant trend in urban governance.The Ministry of Housing and Urban-Rural Development issued “Temporary Management Provisions for Pilot Smart Cities” in Dec.2012,which pointed out that smart-city-plan is an important measure to carry out innovation-driven development,new-model urbanization and the building of an affluent society in our country.It put forward new requirements as well as new directions for the development of “smart urban administration”,which is a big attempt of using flesh information technology like big data and internet on urban governance field.The using of smart techniques to implement urban governance,not only improves the governance efficiency,but also opens up a new channel for public participation and facilitates the government transformation.Taking the smart urban administration of Chengdu as a case,this paper panoramically displays the background and implementapproaches of smart urban administration from three aspects including demand analysis,governance process and main effects.By showing the innovation process in thefour-in-one organic model construction including Internet plus platform construction,Internet plus fine management,Internet plus data-driven management and Internet plus public participation,this paper shows the city's transformation from infrastructure construction to upgrade of hardware,from big data analysis services to people's livelihood,aiming at systematically presenting the effects of and enlightenmentin Chengdu's attemptsat exploring the values,means and mechanisms of smart urban administration.Hopefully,carding the Chengdu path of smart urban administration would have reference value for the construction of smart urban administration of other cities.This paper can be divided into 8 chapters.The first chapter illustrates relevant theories,summarizes previous studies and selects the analysis method.The second chapter analyzes the necessities and typicality of Chengdu's smart urban administration.The third chapter introduces the goals,methods and effects of Chengdu's smart urban administration.The fourth chapter to the sixth chapter executes a comparative analysis on the mechanism,innovation and system of Chengdu's smart urban administration.The seventh chapter puts forward enlightenment in Chengdu's smart urban administration.The last chapter summarizes the study and prospects follow-up researches.
