Research On Evaluation Of Urban Smart Growth:a Case Study Of Changsha-Zhuzhou-Xiangtan Urban Agglomeration

With the rapid growing process in china, the phenomenon of disordered expanding, environment disruption, resources waste etc of city has been increasingly obvious. On the background of two-oriented society of Changsha-Zhuzhou-Xiangtan urban agglomeration, this paper tries to use the connotation of "smart growth" which has been proved successful to boost the urban agglomeration in a sustainable way.First, this paper analyses urban sprawl and urban smart growth based on Econometrics, Urban economics, Welfare economics etc. Some scholars use econometrics to summarize the principle reasons of urban sprawl. Brueckner and other scholars excavate the reasons of urban sprawl and the internal mechanism of urban smart growth. In light of Welfare economics, this paper suggests that urban sprawl is due to over expanded of urban area which is because marginal personal cost is lower to marginal social cost.Then, the Evaluation system of urban smart growth has been constructed based on theories, principal component analysis and coordinating degree model of composite system are used to evaluate the extent of Changsha-Zhuzhou-Xiangtan urban agglomeration’s smart growth. This research indicates that:Changsha’s urban smart growth index ascends fairly quickly during2002—2008. However, it descends in2009. Zhuzhou’s urban smart growth index experiences a slight fluctuation before2004, then, it ascends. Xiantan’s index increases alternately with Zhuzhou’s, it is lower than urban agglomeration’index after2003. As a whole, the smart growth index of overall levels of urban agglomeration grows in a fluctuated way before2002; it ascends fast during2002-2006. Plus, the urban agglomeration grows less smart after2006.Lastly, by analysis the meaning of two-oriented society, it can be conclude that two-oriented society and urban smart growth are the same in an essentially way. The smart growth on the background of Two-Oriented Society could be realized through four aspects, namely announcing urban smart growth index; promoting land intensive use; establishing compensation mechanism for Xiangjiang watershed ecology; drawing on the advanced experience of other international metropolis.
