With the scale of bohai bay oil and gas production and engineering construction investment expanding gradually,the responsibility of the project management is also increasing.In the thirteenth Five Year Plan,China national offshore oil company made higher requirements on reducing cost and increasing efficiency program.Due to dispersion of offshore construction site and the dependence of ships as construction resources,the traditional construction vessel resources configuration and overall coordination management methods cannot meet the requirements of efficient management.The further improve of the construction vessel resources dynamic coordination scheme is needed,which should be made more scientific and reasonable.Based on the use of geographic information system(GIS)technology aiding decision,this thesis designs the ship model of resources allocation scheme on the basis of analytic hierarchy process and chooses the best application of vessels in practice.This thesis studies the relevant theory,puts forward of the configuration problems of the vessels in the company,then combines the two and three dimensional network platform constructions of the company.This thesis also studies the visualization system management platform based on GIS technology auxiliary research about the configuration problem of the vessels.The platform realizes the digitalization and visualization of engineering facilities and provides the reference of the weights of evaluation indexes and corresponding judgment of vessels.The platform forms a set of dynamic data management,resource management,project management,video monitoring and other functions in the integration of resources management systems by integrating the main functions of the company's existing project management system and the development of a new model and interfaces.It supplies the evaluation of indexes and corresponding weight for the analytic hierarchy process for selection.Finally this thesis points out the advantage of combination of GIS technology and analytic hierarchy process through a concrete case.This advantage plays a positive role in the solution to the vessel dynamic configuration.
