China has made steady progress in the process of urbanization. While bringing people a rich and colorful material and cultural life, many urban issues have also emerged from the public's perspective, such as severe traffic congestion and continuous haze. The “small block” model was born under this background. Its planning concept evolved from the “new urbanism” of the United States. The dense branch system and the road system that favors walking are acknowledged by many scholars as a solution to traffic congestion. One of the effective ways.“Urban wind environment” is mainly used to solve the problem of internal ventilation of cities.First, the German planner proposed to draw the urban environment climate map,and to carry out ventilation planning for the city, and gradually evolved into Asia.Japan proposed the preliminary concept of urban wind corridor, and then transmitted it.In Hong Kong, the study of urban ventilation corridors was conducted, and urban design guidance was formulated.Eventually,it was taken seriously by most domestic urban builders, and research and practice were conducted from macroscopic to microscopic perspectives. The rapid development of the city has forced city architects to use more effective and accurate tools for assistive design. Many geographic information software plays an important role in practical projects. The numerical simulation software based on the wind environment is still in an early stage, and the algorithms of related software are all CFD numerical simulation algorithms.PHOENICS software is more suitable for large-scale urban simulations, and it is accurate and easy to use. This article is based on the Jinan CBD established in a small neighborhood and uses PHOENICS to simulate the wind environment in summer and winter. The wind speed distribution cloud map at pedestrian height(1.5m)is drawn to split the land mass. The analysis has summarized eight impact factors that influence the distribution of the wind environment at the level of pedestrians at the planning level. They are: the trend of street and street, the degree of street enclosure, the ratio of the area facing the wind, the building density, the average height, the volume ratio, the skewness and the highest height. For each of the impact factors, the evolution and modeling were performed and simulated using PHOENICS in the wind field that prevailed in the summer to obtain the change value of each influencing factor. The concept of wind speed ratio is put forward, and the size of the wind speed ratio is used to judge the influence of the influence factor on the wind environment at the height of the pedestrian and the change law is preliminarily given.Based on the analysis of eight factors, from the planning management, urban design and architectural design in three aspects, this paper puts forward the optimization strategy of the wind environment in the construction of small blocks in Jinan.Based on the above research results, the paper gives some guidance from three aspects: planning, architecture and landscape. In this study,PHOENICS software simulation,cross-subjects,and comparative analysis are used in this research to transform intangible weather into tangible data and suggestions for optimization of the wind environment are put forward to fill the gaps in the street environment in the wind environment. It provided a certain theoretical support for the construction of small blocks and the design of the wind environment.
